We are pleased to advertise a Deputy Manager post within the Short Term Community Beds service. You will help lead a multidisciplinary service that supports adults in Leeds to recover from illness, regain independence and progress safely through the intermediate care pathway. The post will be predominantly based at RecoveryHub@EastLeeds in Seacroft, with flexibility required to support the wider service.

About you

As a Deputy Manager, you will bring to the role:

  • Experience in a supervisory or support management role within a care service.
  • A strong understanding of the needs of older people and people living with dementia.
  • The ability to apply person-centred, outcome-based support and proportionate risk management.
  • Knowledge of the Mental Capacity Act 2005, health and safety requirements, and relevant care legislation and regulation.
  • RQF Level 3 in recovery, supervisory management or equivalent, or a commitment to work towards this within six months of starting.

About the role

As Deputy Manager, you’ll support the Registered Manager and wider leadership team to deliver a safe, effective and person-centred service. You will provide day-to-day operational oversight, supervise and support staff, contribute to quality assurance and risk management, and deputise for the Registered Manager when required.

The role is integral to the Short-Term Community Beds service, which provides rehabilitation, recovery and assessment support for adults who cannot yet be supported safely at home. Working with colleagues from Leeds City Council, Leeds Community Healthcare NHS Trust and the Leeds GP Confederation, you will help ensure joined-up support that enables timely hospital discharge, avoids unnecessary admissions and supports more people to return home safely. The service uses a Home First, strengths-based and goal-focused approach, giving you the opportunity to lead practice that makes a visible difference to people’s independence and recovery.

The post involves unsocial hours, including weekends and bank holidays on a rota basis. You must be flexible and may be required to work across all Short-Term Community Beds according to service need.

Job Description 

Job Purpose

To assist the Registered Manager in discharging their duties under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009. To assume management of the Home in the absence of more senior members of staff.

Use sound management techniques to establish and maintain good standards of care practice, using the resources placed at the post holder’s disposal by the Registered Manager. To promote a culture of continuous improvement amongst the staff team, supporting them to deliver an excellent service for each of the customers that conforms to the requirements of the City Council’s Multi-Disciplinary Policy and Procedures for Safeguarding Vulnerable Adults. 

Responsibilities

  • To assist the Registered Manager in the management of budgets devolved to the Care Centre, prudently and within the established cash limits, in accordance with the established financial procedures of the City Council.
  • To assist the Registered Manager in being responsible for the planned maintenance and development of the living environment to ensure that it meets the requirements of the Essential Standards of Quality and Safety
  • Manage and supervise a team of staff including Team Leaders to ensure the delivery of an effective service and that professional standards and codes of conduct are met. This is to include:
  • Holding regular team meetings with staff
  • Delivery of an induction programme to all new staff during their probationary period.
  • Participating in the training and personal development of staff in both informal and formal settings.
  • Manage day to day operations of the services. Ensure that professional practice is monitored and delivered in accordance with professional codes of conduct.
  • To assist the Registered Manager in managing the quality assurance frameworks, measuring and monitoring standards and quality of care.
  • To ensure that the post holder assists the Registered Manager to provide individual service plans (Care Plans) which conform to the requirements of the Essential Standards of Quality and Safety.
  • To be fully involved in the recruitment of staff, in line with the policies and procedures of Leeds City Council, and the requirements of the Essential Standards of Quality and Safety - “sufficient staff with the appropriate skills, competencies and qualifications to provide care in line with the published “Statement of Purpose” for the Service.
  • To establish good professional working relationships with the officers of the Care Quality Commission and to ensure that services co-operate fully with their inspection processes and in the absence of the Registered Manager, respond promptly and appropriately to their findings upon receipt.
  • To assist the Registered Manager in ensuring that all aspects of the City Council’s Continuous Improvement Programme is fully adhered to. Including;
  • Ensuring that all grades of staff receive an annual appraisal and that from this appraisal their training and developmental needs are identified and an action plan put in place to address these needs.
  • Monitoring the implementation of each member of staff’s personal action plan and to record achievement against agreed targets.
  • Ensuring that all grades of staff receive regular supervision.
  • Operating the attendance management procedures
  • Dealing with complaints, issues of poor performance, staff discipline and grievances.
  • To participate in and ensure that all staff are deployed on the 24 hour rota and that staff rotas provide sufficient care and support to meet the residents’ assessed needs.
  • To have a clear understanding of the responsibilities under the Health and Safety at Work Act 1974, and of the other regulations listed in the Essential Standards of Quality and Safety.
  • In the absence of the Registered Manager, to accept responsibility in line with Leeds City Council policies and procedures, for the Health and Safety of all those visiting, employed in, or using the services provided by the Care Centre
  • In the absence of the Registered Manager, to represent the interests of the unit at various meetings and forums at a variety of locations.
  • To establish sound and professional relationships with other disciplines within Health and Social Care and to liase with medical, clinical and mental health professionals to ensure provision of 24 hour medical care.
  • To assist the Registered Manager in maintaining all such records in respect of the conduct of the services as required by the policies and procedures of Leeds City Council and the Schedules of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009.
  • To Assist the Registered Manager in ensuring that access to services for older people from Black and minority ethnic communities is facilitated and that services are provided with respect and dignity in culturally appropriate and acceptable ways that follow Leeds City Council’s Culturally Competent Care guide.

QUALIFICATIONS

Registered Manager (Adults) NVQ Award at Level 4

Or

A qualification in Social Care at NVQ Level 4 or above or First Level Nursing PLUS a qualification in Management equivalent to NVQ Level 4 or above. 

EMPLOYEE SPECIFICATION

Skills

Knowledge

  • A full understanding of the Registered Managers responsibilities under Health and Safety Legislation
  • A good knowledge and understanding of the obligations of a Registered Manager under the Health and Social Care Act 2008 (Regulated Activity) Regulations 2009 and the Health and Social Care Act 2008 (Registration) Regulations 2009
  • A knowledge of the needs of older people, and the evolving national agendas, including the National Service Framework for Older People in the development of care practice and service delivery

Experience

  • A minimum of 3 years experience of supervisory management in residential care.
  • Experience of managing effective staff appraisal and supervision practice
  • Experience of working as a part of a multi-disciplinary team in providing care
  • Experience of managing risk assessment in a residential and day care setting.
