ASB Team Supervisor in the Leeds Anti-Social Behaviour Team (LASBT)

This is an exciting opportunity to join our Anti-Social Behaviour (ASB) Team as a Supervisor, leading a dedicated team that works to tackle anti-social behaviour, support victims, and improve the safety and quality of life of communities across Leeds.

As an ASB Team Supervisor, you will provide day-to-day leadership, coaching, and support to a team of officers managing a varied and often complex caseload. You will play a key role in ensuring high-quality case management, driving performance, and embedding a victim-focused approach that delivers positive and lasting outcomes for residents.

Working closely with colleagues, partner agencies, and local communities, you will provide professional guidance on complex cases, lead on service improvements, and help shape the future delivery of ASB services.

Key Responsibilities

  • Lead, supervise, and develop a team of ASB professionals, promoting a positive and high-performing culture.
  • Provide expert advice and oversight on complex, sensitive, and high-risk ASB cases.
  • Ensure effective use of legislative and enforcement powers to resolve anti-social behaviour and community safety concerns.
  • Drive high standards of performance, case quality, and customer service.
  • Build and maintain strong partnerships with West Yorkshire Police, housing providers, community safety partners, and other stakeholders.
  • Support the ongoing development and improvement of ASB services, ensuring residents remain at the heart of everything we do.
  • Promote safeguarding, early intervention, and problem-solving approaches to prevent escalation and achieve sustainable outcomes.

Job Description

PURPOSE OF JOB:

  • To provide operational and supervisory support and direction to officers dealing with reported anti -social behaviour.
  • Liaising and working with key partners to ensure that a consistent customer focused service is delivered across Leeds in accordance with agreed service standards and current legislation that achieves positive outcomes for victims, witnesses and perpetrators of ASB.

RESPONSIBILITIES:

  • To support the delivery of a multi-agency, multi-tenure Anti Social Behaviour Service across Leeds managing case officers and investigations through regular one to one supervisions with employees and case reviews.
  • To effectively manage caseloads and resources to ensure the service is delivered in accordance with agreed procedures and service standards.
  • To regularly review case management systems to ensure all case records, including electronic and paper files are accountable and demonstrate that investigations have been undertaken in line with agreed procedures.
  • To ensure LASBT Case Officers progress ASB case investigations where all support needs are identified and responded to and appropriate legal action can be taken.
  • To provide partners (internal & external) with specialist advice and guidance in respect of relevant ASB legislation, tools and powers.
  • To take lead responsibility or assist on complex or problematic cases, cases subject to ombudsman complaints or where required to support/maintain service delivery.
  • To liaise with legal professionals to ascertain advise on the appropriate legal action to be instigated.
  • To represent the Council at Court where necessary, to support staff during court trials and to provide continuing advice to lawyers in response to the progress of action at court.
  • To represent LASBT in a range of internal and external meetings in a clear, confident, and coherent manner both as chair and delegate, contributing to the meeting with up to date knowledge of individual cases, suggestions and inviting feedback as required.
  • Prepare and deliver concise verbal and written reports on ASB casework and team performance to a range of audiences both internal and external as required.
  • To promote and facilitate effective partnership working between a broad range of internal and external partners including Leeds City Council, West Yorkshire Police, Housing Leeds (inc BITMO), Elected Members, Neighbourhood Improvement Boards, other statutory and voluntary sector organisations, to jointly tackle Anti-social behaviour, area hotspots and emerging issues.
  • To work closely with colleagues in Housing through regular meetings to provide guidance and advice and to promote partnership working and ensure effective, timely, tenancy enforcement action is taken where appropriate.
  • To manage resources across the teams as required in order to respond to challenging or complex cases, unforeseen circumstances and emerging issues.
  • To assist Team Managers with researching, checking cases and drafting of written correspondence in relation to complaints, ombudsman cases, senior officers within the Housing , WYP, LCC, elected Members, MP’s and residents of Leeds.
  • To review performance management information & service data, to plan and direct team priorities, address any issues arising and maintain a quality customer focused service.
  • To ensure LASBT outcomes contribute to current council wide plans and strategies, for example Best Council Plan, People Plan, ASB Statergy, Tackling Youth Violence & Knife Crime, Child Friendly City etc
  • To provide a victim focused management approach to service delivery to ensure an effective and efficient service is provided.
  • To deputise for the Team Manager in their absence.
  • To undertake any other duties as may be required which are commensurate with the responsibilities and grade of the post.

  • Knowledge and understanding of related tools and legislative frameworks including the Housing Act 1996, Crime and Disorder Act 1998, Police Reform Act 2002, the Anti-Social Behaviour Act 2003, Harassment Act 1997 and/or Environmental Health legislation.
  • An excellent knowledge of IT systems in the workplace.
  • Knowledge of Data Protection legislation.
  • Knowledge and understanding of the Public Sector Equality Duty & the Equal Opportunities legislation,
  • Managing staff or other relevant experience such as peer support, mentoring or leading on projects.
  • Working and liaison with other agencies and co-ordinating meetings.
