Contract: 2 x Full Time Permanent  

Location: These are 2 x posts in the Older People’s Service (Extra Care). Locations: Gascoigne House, Middleton, Laurel House, Armley. Travel to different Extra Care schemes citywide and Merrion House (hybrid).

The Older People’s Service within Housing Leeds supports older people to live independently in our Extra Care and Retirement LIFE schemes across the city.

Extra Care provides housing care and support in a community setting that is all under one roof.  Individuals and couples with care needs can live independently in their own homes with planned care and access to 24/7 on site support.

Location details for the 2 x posts:

  • One post located at Gascoigne House, Middleton.
  • One post to be located at our new scheme at Laurel House, Armley (please note this scheme is currently under construction – the start date for this post will be 1 August 2026).

About you

As a Team Leader, you will bring to the role:

  • Excellent communication skills and ability to build effective relationships with residents, colleagues, elected members, and other partners.
  • A passion for supporting older people to live independently, with the ability to challenge and drive change.
  • A ‘can do’ approach with the ability to use own initiative and take ownership of operational issues to deliver an effective and efficient service to our customers, managing resources effectively and developing innovative solutions.
  • An ability to lead and manage an efficient, highly motivated and customer focused team ensuring high quality service delivery to residents.   

About the role

This is an exciting opportunity to join the Extra Care service as we continue to expand our portfolio of schemes in the city. Gascoigne House, Middleton opened in 2023 and we are exceptionally proud of the strong, welcoming community ethos and the fantastic on-site facilities available to support our residents (including, resident’s lounge, landscaped gardens, a bistro, an activity room, a magnificent roof terrace and orangery plus a hair and beauty salon).  The new scheme at Laurel House, Armley is due to open in early 2027 and will have similar on-site facilities providing excellent quality accommodation for older people across a range of needs.

As a Team Leader in the Extra Care service, you will lead and manage an efficient, highly motivated and customer focused team and ensure a joined-up service to residents and service users.  The Allocations and lettings process is not through choice-based lettings, and you will have an active role in ensuring the best use of stock through the Extra Care Panel process.  You will also be responsible for overseeing facilities management of the scheme including developing a close working relationship with the on-site Care provider, catering provider and cleaning services.

Job Description

Job Purpose:

To lead and manage an efficient, customer focused housing management service, in order to maximise performance and seek continuous improvement. 

Responsibilities:

  • Delivering the overall housing management service within a geographical area or the overall sheltered support service within a geographical area within the Neighbourhood Services area of Older Persons Housing.
  • To work in partnership with other teams and departments to ensure joined up services to tenants and other service users.
  • To line manage and supervise a team of staff including completion of appraisals, one to one’s, in accordance with Council policies and procedures.
  • To develop positive working relationships with key stakeholders including: tenants, applicants and other partner organisations.
  • To take a people-orientated solutions-focussed approach to dealing with customers, quickly and professionally.
  • To ensure value for money in service delivery.
  • To contribute to the delivery service improvement plans.
  • To work with team members to ensure the delivery of high-quality services and achievement of performance targets.
  • To contribute to the development, review and improvement of policies and strategies in line with current legislation and best practice.
  • To contribute to the improvement of local service delivery in conjunction with appropriate stakeholders and partners.
  • To be personally effective, demonstrating commitment and time management.
  • Contribute to delivering culture change to achieve focussed and continuously improving services.
  • To promote involvement opportunities to customers.

  • Comprehensive knowledge of housing legislation and policies.
  • An awareness of key stakeholders, partners and third sector organisations.

Experience Required

  • Experience of managing resources within defined budgets.
  • Experience of working with residents and members to achieve defined outcomes.
