About the role
This is a fantastic opportunity for a great Deputy Manager to support in leading one of our largest sites and make a real impact in the local community. You’ll be creating opportunities for a range of differing needs from cradle to grave, and have the tools to achieve this: including a modern gym, large pool, studio space & community facilities within the Leisure Centre
But more than this, you’ll be part of the Active Leeds Management team with a portfolio of 16 facilities, industry leading development team and business support unit.

Job Purpose: Support the Centre Manager / General Manager in providing the safe and efficient management of Leeds City Council Leisure Centres.
Responsibilities:
- Support performance management and improvements for the leisure centre in line with corporate and departmental policies and priorities.
- Contribute to increasing and sustaining active participation across the City.
- Support the Centre Manager / General Manager in the safe, efficient and effective operation of the Leisure Centre(s), including the management of the operation, programme and development of the centre(s).
- Assist with the leadership and management of all members of staff under their control including the workforce planning of the centre, employment related matters such as recruitment, retention, disciplinary and grievance, training and development, in accordance with the Council’s employment polices and procedures.
- Assist with the management of the maintenance of the highest standards of cleanliness and presentation, both in respect of the facilities themselves and the staff.
- Support the Centre Manager / General Manager on ensuring that all heating, lighting, ventilation, plant and other services are operating to the required standards.
- Support the Centre Manager / General Manager on reviewing the processes of both planned and reactive maintenance and resolving any deficiencies with the Centre Manager / General Manager and appropriate bodies.
- Assist in the implementation of training programmes, including the carrying out of training needs assessments and individual appraisal reviews.
- Assist with the correct and efficient operation of all licensed bar/catering activities where applicable.
- Support the Centre Manager / General Manager in developing and implementing service delivery plans and marketing plans for the centre, by working with the Sport Programme Team and Business Support section.
- Contribute to the effective management of health and safety within the facility.
- Undertake projects required by the centre manager and / or the service.
- Create and support effective working relationships with managers and stakeholders across Leeds City Council and to create and support effective formal partnerships with internal and external agencies.
- Act as a key holder and be available for emergency call-out as necessary.
- Assist the Centre Manager / General Manager to ensure maximum utilisation and income at the facility, including the development of action plans to tackle poor performance.
- Assist in the management and the undertaking of administrative duties relating to the operation of the facility.
- Assist with budget planning, preparation and reporting on the operation of the facility.
- Contribute to the management of the programmes/activities/major events at the facility.
- Support the Centre Manager / General Manager on the processing of financial procedures including payroll and banking processes.
- Support the Centre Manager / General Manager in the development, monitoring and achievement of key centre and service performance indicators.
- Lead on/or assist with the development and delivery of Business Plans as and when required.
- Effectively manage appropriate budgets in accordance with Leeds City Council’s Financial Regulations.
- Undertake the accountabilities of the post in accordance with council policies including the Safeguarding of Young People and Vulnerable Adults, Equal Opportunities and Health & Safety policies.

Essential:

Desirable:
- CIMSPA National Pool Plant Operators certificate *.
- First Aid at Work certificate or NPLQ (where NPLQ is not held, it is essential that the post holder obtain this certificate within 6 months of employment) *.
- Institute of Safety and Health (I.O.S.H.) Managing Safely or equivalent *.
- National Licensee certificate (Only at John Charles Centre) *.
- CIMSPA certificate or N.V.Q. equivalent or be able to demonstrate relevant management experience *.
*As part of the requirement to actively participate in training and development activities to ensure up to date knowledge and skills, successful applicants who do not hold any of the desirable qualifications must achieve these within the first 6 months of appointment.
Essential requirements It is essential that the candidate should be able to demonstrate the following criteria. Candidates will only be shortlisted if they can demonstrate that they meet all the essential requirements.
- Substantive management experience
- Able to travel throughout Leeds City Council boundaries and move location within the service working at different sites /areas depending on need.
- A flexible approach to working hours with the ability as required to change shifts, work out of normal hours including evening and weekends, emergency and short notice cover.
- Able to lead and work effectively as part of a team demonstrating organisational and time management skills prioritising own and team’s work to meet conflicting deadlines
- Able to lead a team, support staff to feel motivated and engaged in the values, vision and direction of the service, promoting the values of the Council through appropriate behaviour and professionalism.
- Able to communicate appropriately with a wide range of people, through a variety of different methods at all appropriate levels.
- Able to work accurately with numbers and within financial policies and procedures
- Able to accurately interpret management information and enter and retrieve data and information from digital and manual systems producing reports and data.
- Able to use information technology packages e.g. Microsoft packages
- Able and willing to act as a key holder and emergency call out person.
