About the Role
Are you passionate about delivering high-quality, inclusive recruitment services that drive organisational performance and equity? We are seeking an experienced Recruitment Manager to lead our Employment Services team within the Human Resources & Organisation Development division. You will play a pivotal role in shaping our workforce, ensuring our recruitment practices are compliant, customer-focused, and aligned with our values of equity, kindness, accountability, and ambition.
Key Responsibilities
- Lead the delivery of end-to-end recruitment and resourcing services, ensuring efficient, timely, and high-quality processes across the Council.
- Oversee recruitment campaigns for senior and high-profile roles, ensuring robust, transparent, and compliant processes.
- Manage agency, consultancy, and IR35 governance, providing oversight and assurance on all contingent workforce arrangements.
- Champion safer recruitment and DBS governance, ensuring compliance with safeguarding requirements.
- Lead the management of recruitment and agency contracts, ensuring value for money and effective supplier performance.
- Develop and implement recruitment and resourcing policies, ensuring compliance with employment, equality, and safeguarding legislation.
- Drive inclusive recruitment approaches, using data and insight to improve workforce diversity and equitable outcomes.
- Lead, develop, and inspire a team of Recruitment Officers and Support Officers, fostering a positive and inclusive team culture.
- Collaborate with HR, Learning, Talent, and Organisational Development teams to ensure aligned and consistent people services.
- Use recruitment data to monitor performance, identify risks, and drive continuous improvement.
About You
To be successful in this role, you will have:
- Proven experience leading recruitment services and managing recruitment operations.
- Strong knowledge of end-to-end recruitment practice, including safer recruitment and DBS requirements.
- Experience managing agency or contingent workforce arrangements and ensuring compliance with IR35 and policy requirements.
- A track record of improving recruitment policy, practice, or service delivery.
- Experience using recruitment data to inform decisions and address workforce disparities.
- Experience leading and developing staff to deliver high-quality services.
- CIPD Level 5 qualification or equivalent professional knowledge gained through relevant experience.
- A commitment to equity, inclusion, and continuous improvement.
