The Monitoring Officer is the senior governance professional within the Council, with a range of statutory and constitutional responsibilities. The Governance Team currently consists of two Senior Governance Managers who support this work and act both for and on behalf of the Monitoring Officer on a regular basis. The Governance Advisor will support this work, with the opportunity to take on and lead areas of work.
It is an exciting and interesting time to join the Team, which is expanding to further promote good governance across the Council alongside having oversight of the governance aspects of local government reorganisation.
The regular work of the Team covers several core areas of governance activity for the Council – leading on production of the Annual Governance Statement, managing the Member complaints process, and oversight of the Constitution. We regularly present at Council Committee meetings, promoting improvements to the council’s governance.
The successful candidate will be able to demonstrate familiarity with the fundamental principles of good governance, and be able to apply them to practical issues. Much of the work involves analysis and problem solving, so the successful candidate will be expected, after the necessary training, to be able to give authoritative advice in a fast-moving and sometimes challenging environment.
The Team sits within Legal Services and works alongside KCC’s in-house legal team. The Team also works closely with other divisions across the Council, including Democratic Services and Member Support.
