Kent County Council is seeking an exceptional Safer Active Journeys Officer to lead and manage our countywide Road Crossing Patrol Service. This is a unique opportunity to combine people leadership, road safety, community engagement and active travel promotion in a role that directly improves the lives of thousands of children and families across Kent every day. Based on KCC's role profile and service requirements, the postholder leads the Road Crossing Patrol function, manages a large remote workforce, oversees safeguarding and compliance, and works closely with schools, Kent Police and other stakeholders to deliver a safe and effective service.
About the Role
As the Safer Active Journeys Officer, you will provide leadership for Kent's Road Crossing Patrol Service, ensuring that crossing patrol sites operate safely, effectively and in compliance with all relevant legislation and procedures. You will lead a team of Road Crossing Patrol Instructors and Road Crossing Patrol staff, oversee recruitment and workforce planning, manage operational issues, and develop strong relationships with schools and partners across the county.
The role also plays an important part in supporting KCC's wider road safety and active travel ambitions, helping to create safer environments that encourage children and families to walk, wheel and cycle with confidence.
Key Responsibilities
Lead and inspire a countywide Road Crossing Patrol workforce.
Recruit, develop and support patrol staff and instructors.
Ensure robust safeguarding, health and safety, training and compliance arrangements.
Build strong relationships with schools, Kent Police, elected Members and partner organisations.
Manage service performance, budgets and workforce planning.
Investigate incidents, complaints and operational issues.
Drive continuous improvement and innovation within the service.
Support wider Safer Active Journeys, Vision Zero and Active Travel initiatives.
This role is perfect for an experienced leader who enjoys working with people, solving problems and delivering meaningful public services.
We are looking for someone who:
Has experience leading and motivating a geographically dispersed team.
Can confidently manage staffing, safeguarding and operational performance issues.
Is an excellent communicator with the ability to build trusted relationships.
Has experience working with schools, community stakeholders or public-facing services.
Is highly organised and able to balance multiple priorities.
Demonstrates sound judgement and makes evidence-based decisions.
Is passionate about road safety, active travel and improving community wellbeing.
Can challenge poor performance while supporting and developing others.
