About The Role

Section: Climate Emergency and Environmental Strategy
We are excited to advertise for an Environmental Strategy Officer to join our committed and highly valued staff team. Working within the Climate Emergency and Environmental Strategy Team you will provide professional expertise with regard to a broad range of environmental issues including air quality, carbon emissions reductions and sustainability within the council and across the wider community.
We are looking for a self motivated and enthusiastic environmental practitioner who can meet the challenge of enhancing Hounslow's environment. You will work with developers, government agencies, council departments and partner organisations to help deliver environmental improvements.
You must have excellent oral and written communication skills and experience of collecting, analysing and monitoring data.
You will have responsibility of delivering a suite of projects set out in the Climate Emergency Action Plan and Air Quality Action Plan.
You will demonstrate an understanding of the relevant environmental legislation appropriate to the public sector and the local community and be willing to work as part of a team as well as on your own using your own initiative.
About The Team You’ll Be Working
The Climate Emergency and Environmental Strategy Service is responsible for leading and supporting the delivery of a suite of projects presented in the Climate Emergency Action Plan and other environment related projects and programmes.
The Service shapes the development and implementation of environmental strategies and work according to the requirements of the London Borough of Hounslow for example on air quality, noise, tackling climate change and protecting nature conservation.
Reflecting our values and behaviours, we have established an ambitious change programme that connects our support to the community. The Service works to ensure change is delivered by working across all departments, with Members, multiple services users, communities, multiple agencies and other stakeholders.
Key Responsibilities:
1. To work as part of multi disciplinary project teams to enable the breaking down of departmental and inter-departmental barriers and encourage the concept of both internal and external partnership working.
2. You will work with the Project Manager and others, to establish an Exemplar in the Environmental Programmes field, ensuring delivery in agile ways of working that encourage collaborative working across teams and deliver ‘Test and Learn’ approaches that allows each area of programme delivery to be socialised before it is launched.
3. You will help develop and deliver high quality analysis, deep insight and updates on progress against key milestones and targets. Evaluation is a critical factor and you will support the project delivery in a way that can evidence impact.
4. To consider planning applications and the environmental effect developments may have on the borough. Advise officers and developers of the need to make changes to comply with policy.
5. To be responsible for the council’s network of automatic air pollution monitoring stations and diffusion tubes, conducting regular site visits around Hounslow and working with external partners to ensure that the council collects high quality air pollution data as part of our statutory responsibilities.
6. You will lead on monitoring and reporting the progress made on the Climate Emergency Action Plan, Air Quality Action Plan and emissions monitoring as well as leading on a range on projects that will enable the council to achieve its net zero target by 2030.
Your Skills:
1. Ability to plan and organise workload efficiently and productively to meet set deadlines. To monitor and manage data and delivery of plans and strategies and keep senior managers updated on progress.
2. Ability to create agile project plans and regularly update sprint trackers for visibility of project progress for senior managers.
3. To be able to support briefings to senior management and Councillors
4. A good level of reasoning, analysing, problem solving and decision-making skills.
5. Able to interpret and apply complex policy and procedural guidance and determine appropriate approaches.
6. Experience of developing excellent relationships with communities and you will be able to prove that you have delivered outcomes for residents, through working in collaborative ways with citizens and partners.

• You will have demonstrable competence in many aspects of climate management including for example policy formulation, reporting, emissions inventories.
• You will have a degree or post graduate diploma or qualification in environmental science or a related subject relevant to the requirements of the post.
• You also engage in continuous professional development.

With the innovation in mind, you may not be able to demonstrate that you have ‘done this before’, so we are looking for an individual who has the capability, understanding and potential to help make our projects a success.
• You will be able to demonstrate as a project officer in the environment field with a strong track record of working on environmental change projects and will have a strong knowledge of relevant aspects of environmental policy, legislation and regulations. Proven track record of helping to plan and deliver project work using a structured project management methodology in an agile way is important.
• You’ll have sound experience of developing excellent relationships with communities and you will be able to prove that you have delivered outcomes for residents, through working in collaborative ways with our citizens and partners.
• You’ve developed excellent project and performance skills, and with them can demonstrate a track record of implementing excellent tactical solutions. You are committed to building knowledge of the environment, environmental change and making changes that address the needs of residents, businesses and our communities.
