About The Role
The council’s Climate Emergency Action Plan (CEAP) sets out four key priorities:
• Decarbonisation of Council operations and estate to achieve net zero by 2030.
• Influence a reduction in wider borough emissions.
• Make the borough resilient to the impacts of climate change.
• Promote sustainable lifestyles for residents and staff.
Your role will be instrumental to deliver against our second priority to influence a reduction in wider borough emissions while promoting growth and ensuring a just transition. As lead Project Manager for the Hounslow Heat Network, you will be responsible for the co-ordination of this project through procurement and commercialisation phases to appointment of a Development Partner. This is unique opportunity to work on a project that will decarbonise thousands of buildings across the borough including homes, schools, hospitals and commercial buildings using clean, resilient energy generated from waste heat at Thames Water’s Mogden Sewage Treatment Works. With a phase one estimated to cost £55m supported by government grant and potential for £500m borough-wide expansion, this is a complex and high-profile infrastructure project requiring an experienced and resilient Project Manager.
You will work as part of a multidisciplinary project team supported by external specialist advisors. You will work under the direction of the Head of Net Zero Delivery.
About The Team You’ll Be Working In
You will be part of the Climate team within the Strategy and Transformation directorate. Our team is responsible for delivery of the Climate Emergency Action Plan (2026-2030) with emphasis on wider brough emissions reduction, delivering growth, promote just transition and ensure Hounslow is resilient to the impacts of climate change.
You will work as part of a multidisciplinary project team supported by external specialist advisors. You will work under the direction of the Head of Net Zero Delivery.
About You
1. You are an experienced project manager with a track record of successfully managing and delivering large scale and complex low carbon infrastructure projects with evidence of working through the full project lifecycle applying project management methodologies in the real world and in complex environments.
2. You will be a project leader in the climate and environment field with a strong track record of delivering transformative environmental change with a strong knowledge of relevant aspects of environmental policy, legislation and regulations related to low carbon infrastructure development and delivery.
3. You will be skilled in partnership working, across the public and private sector and have experience of working with funders and central and regional government departments in a political environment. You will foster a collaborative over a transactional approach to working with external consultants.
4. You are a skilled communicator, with experience of working with and influencing a range of non-technical stakeholders at varying levels of an organisation to enable successful project delivery.
5. You will be a champion of our values; you have an open mind towards solutions, a desire to listen to many diverse voices, to pause and reflect, to embrace and understand the complexity of tackling the climate emergency and serving our residents.
