About The Role

We are looking for a dedicated professional to join our Homelessness, Independence and Prevention Service (HIPS) to deliver a specialist private rented tenancy advice service, that protects households facing eviction, repossession, issues of disrepair, landlord harassment, and affordability within private rented accommodation.

The successful candidate will be at the frontline of preventing homelessness. This is a high-impact, specialist role where you will provide housing advice to private rented tenants within the London Borough of Hounslow, in-person and remotely. You will attend possession hearings to provide on-the-day triage, advice, and advocacy for tenants. You will hold a caseload whilst providing wider support to HIPS regarding private rented tenancy issues.

We are looking for a proactive, &slshquot;win-win&slshquot; communicator who thrives under pressure. You should have a deep understanding of the housing issues facing a high-demand London authority and the empathy to treat every resident with respect, even when a preferred outcome isn't possible.

Your ability to communicate clearly and effectively to a wide variety of people and to be able to communicate clear concise advice both in written and verbally is crucial.

About The Team You’ll Be Working In

This is an exciting and busy role that is at the centre of the Councils response to homelessness. The service is aims to developing and progressing our agenda to reduce assess, identify housing needs and look for solutions to prevent homelessness.

You will be a technical expert, navigating complex legislation such as the Renters' Rights Act 2025 and the Homelessness Reduction Act 2017 to identify misuse of possession grounds and secure adjournments that allow for vital prevention activity.

Representing the Council and private rented tenants in court and tribunal proceedings, drafting witness statements, and negotiating with lenders and landlords.

Investigating breaches of housing legislation to assist with civil penalty notices and pursuing remedies like Rent Repayment Orders.

Conducting comprehensive housing assessments and facilitating mediation to maintain tenancies or assist in moves to alternative settled accommodation.

You will work jointly with other services and partners to prevent homelessness and lead, attend and manage multi professional meetings when appropriate.

About You

• You have experience of multi-disciplinary working involving complex and diverse client groups and an understanding of complex legislative frameworks including homelessness, social care, mental health, immigration and welfare benefits.

• You are a great communicator to engage effectively with a broad range of people to influence, negotiate and persuade and you quickly build trusting relationships with complex individuals to develop a comprehensive understanding of issues faced by vulnerable people.

• You act with integrity, take personal responsibility and handle stress effectively while maintaining high levels of motivation and enthusiasm to achieve successful corporate preventative outcomes, using proactive and creative solutions.

• You work independently, proactively and flexibly, being an expert problem solver demonstrating excellent analytical skills, to seek out and implement bespoke solutions to complex issues and make decisions confidently.

• You are a high performing individual who works collaboratively with others, adapting to meet a range of changing needs while achieving targets and service objectives and make the team the very best it can be.

• You have comprehensive understanding of the Housing Act 1996, Renters' Rights Act 2025, and Protection from Eviction Act 1977.

• You have a proven track record of investigating legislative breaches, making statutory decisions, and producing legally robust reports.

• You have a degree-level education or equivalent experience. A CIH qualification, paralegal accreditation (AQS), or mediation training is highly desirable.

• You can travel independently around the Borough to carry out home visits and meet other professionals in community settings.
