About The Role

This is a senior role leading on community equipment services, making sure it supports wider council priorities and delivers real outcomes for people and communities.

The role involves setting the direction for long-term change, overseeing commissioning, and using data and market insight to make informed decisions about spend and service improvement.

Working closely with senior stakeholders, health partners and providers, you’ll build strong relationships and keep everyone aligned through periods of change. You’ll also make sure there are clear governance arrangements, good financial controls and strong performance oversight in place.

A big part of the role is driving smarter, more sustainable approaches, including recycling and reuse of equipment, as well as improving digital systems and prescribing processes. Overall, this is a strategic leadership role focused on improving quality, achieving better value, and making services more joined up and future-ready.

About The Team You’ll Be Working In

We are seeking an experienced and motivated Strategic Commissioner / Contract Lead to lead the commissioning and contract management of Community Equipment services. This key role will ensure the delivery of high quality, value for money equipment services that support people to live independently, improve outcomes, and reduce health and care inequalities across the system.

The postholder will provide strategic leadership across the full commissioning cycle, including needs analysis, service design, procurement, performance management, and continuous improvement. Working collaboratively with health and social care partners, providers, service users, and internal stakeholders, you will ensure contracts are effectively managed, risks are mitigated, and services remain responsive to changing demand and national policy.

You will lead on contract performance, quality assurance, and financial oversight, using data and intelligence to drive service improvements and deliver efficiencies. The role requires a strong understanding of integrated commissioning, complex contract management, and partnership working within a public sector environment, with a focus on innovation, sustainability, and delivering excellent outcomes for residents.

About You

You are a strategic, confident, and collaborative with a strong track record of leading and managing complex contracts in a health and/or social care environment. You bring a clear understanding of Community Equipment services and their role in supporting independence, prevention, and integrated care delivery.

You have proven experience across the full commissioning and contract management lifecycle, with the ability to translate strategic priorities into effective, high performing services. You are comfortable working with data, financial information, and performance frameworks to hold providers to account, manage risk, and drive continuous improvement.

You are an effective relationship builder, able to work in partnership with providers, clinicians, operational teams, service users, and system partners. You can challenge constructively, influence at senior levels, and navigate complex stakeholder environments with confidence and professionalism.

You are motivated by improving outcomes for residents, committed to equality, diversity and inclusion, and thrive in a role where you can shape services, deliver value for money, and contribute to system wide transformation.
