About The Role
The Council is committed to ensuring the improving public health across Hounslow in the shortest time possible whilst ensuring compliance with the legal requirement to work towards meeting air quality objectives under Part IV of the Environment Act 1995 and the London Local Air Quality Management Framework. Your role will be instrumental in ensuring the borough complies with the air quality objectives and addresses environmental impacts from developments. 
As the lead Project Manager for air quality and noise you will be responsible for managing a suite of projects presented in the Air Quality Action Plan, Corporate Plan and other environment plans such as the Climate Emergency Action Plan. 
You will oversee all aspects of the project using the One Hounslow Approach to Project and Programme Management. You will be responsible for the development and evolution of business cases and ensure that there is a focus on achieving value for money and benefits realisation throughout the project lifecycle. You will manage project budgets, commissioning and management of contractors, working with Development Management to review planning applications and support opportunities to bring additional investment into the borough through new means of funding. You will also be involved in air quality and noise strategy and policy development working as part of multidisciplinary teams from across the council and external partners. 
About The Team You’ll Be Working In
You will be part of the Climate Emergency and Environmental Strategy Team within the Strategy and Transformation Directorate. Our team is responsible for delivery of the Climate Emergency Action Plan (2026-2030) with emphasis on council direct emissions, energy management and procurement, delivery of the Air Quality Action Plan coordinating the council’s engagement with Heathrow and ensuring Hounslow is resilient to the impacts of climate change.
You will work as part of a multidisciplinary project team, regularly working with internal and external stakeholders. You will work under the direction of the Head of Climate Emergency and Environmental Strategy.
About You
1. You are an experienced project delivery manager with a track record of successfully managing and delivering air and noise pollution reduction projects in the environmental field with evidence of working through the full project lifecycle applying project management methodologies in the real world and in complex environments. 
2. You will be a project leader in the environment field with a strong track record of delivering transformative environmental change, managing contractors and have a strong knowledge of relevant aspects of environmental policy, legislation and regulations related to air quality and noise.
3. You are skilled in partnership working, across the public and private sector and have experience of working with funders and central and regional government departments in a political environment. The postholder will work collaboratively with Development Management to review planning applications from an air quality and noise perspective, while also ensuring that developers comply with the environmental policies set out in local, regional and national policy.
4. You are a skilled communicator, with experience of working with and influencing a range of non-technical stakeholders at varying levels of an organisation to enable successful project delivery.
5. You will be a champion of our values; you have an open mind towards solutions, a desire to listen to many diverse voices, to pause and reflect, to embrace and understand the complexity of tackling the climate emergency and serving our residents.
