About The Role

This is an exciting opportunity to be part of our Transport Planning and Road Safety team as a Senior Transport Planner. In this role you will assess the transport impacts of major new developments, ensuring that all proposals support our Transport Strategy and our values. This will include representing the council at planning appeals including Public Inquiries.

You will help to secure appropriate transport improvements, including s106 contributions, to mitigate the impact of development proposals and promote sustainable travel.

Where appropriate you will negotiate and manage legal agreements under the Highways Act 1980, working closely with developers and colleagues within the council.

You will assist in the development, review and appraisal of Council Transport policy, particularly that within the Local Plan, planning briefs, supplementary planning guidance.

You will respond to other transport, rights of way, and planning queries as appropriate.

About The Team You’ll Be Working In

Our Transport Planning & Road Safety team is responsible for developing and implementing the Council’s Transport Strategy, promoting active and sustainable travel, developing strategic public transport projects, providing cycle training for our residents, and promoting road safety education.

We’re looking for a Senior Transport Planner who shares our vision in delivering sustainable growth to help us ensure that new developments are built in accordance with our innovative Transport Strategy to make the borough healthy, clean, green, safe and accessible for our residents and visitors.

You will sit within a team that provides transport input into all applications for planning permission, working closely with our planning, housing, environment and regeneration teams to promote active and sustainable travel in all new developments.

We are consulted on a wide range of developments ranging from larger developments in the Great West Corridor and Heathrow Opportunity Areas, securing significant transport improvements that support our growth agenda; to regeneration of our housing stock; to small applications from householders.

You will have the opportunity to become involved in a full range of proposals as we support economic growth, respond to the climate emergency, and look to deliver a sustainable future.

About You

• You have knowledge and understanding of the Planning system, specifically Development Management, but also national and regional Government Planning Guidance and UK and London transport strategy.

• You have experience leading on the review of the transport impacts of new development proposals, including major planning applications, reviewing trip generation and transport modelling, providing expert advice to planning officers and Members and are able to deliver positive outcomes that support our Corporate Plan.

• You will have experience of legal processes related to development management including Section 106 Agreements, Section 278/38 Agreements, and Stopping-Up Orders.

• You have the experience to lead on the promotion and delivery of active and sustainable transport, within a planning perspective, ensuring that land-use planning and transport planning planning are fully linked.

• You are able to work positively with colleagues in the team and across the organisation to ensure consistent good practice; you are able to negotiate effectively with external partners, preparing and applying sound and persuasive arguments to secure positive outcomes from negotiations.

• You are able to convey messages effectively, creating a positive impact on the listeners(s); produce clear, succinct and well-structured written work; reflect on information and are then able to take decisive and effective action.

• You will be educated to degree level in Transport Planning, Town Planning, Civil Engineering or equivalent. Ideally you will hold membership of a professional body from a relevant discipline.
