About the role
Do you want to be part of a close-knit, vibrant team making a real difference to residents’ lives?
We are looking for a Section 106 Skills and Employment Officer to join our Planning & Sustainable Growth Team. This is a key role focused on ensuring that development across the borough delivers real employment, skills and training opportunities for local residents.
You will support the development and delivery of Section 106 (S106) employment and skills obligations across the borough. Working closely with developers, internal teams and partners, you will ensure that major developments generate meaningful social value and opportunities for local communities.
Key responsibilities include:
- Contributing to S106 negotiations at planning stage
- Managing S106 skills and employment plans across major development sites
- Ensuring delivery of jobs, apprenticeships and training opportunities for residents
- Setting up and developing a new function to engage strategically with developers
- Creating and brokering opportunities across a range of industries
- Monitoring compliance and maximising benefits from S106 agreements
- Developing a borough-wide skills plan and building partnerships with major employers
- Leading on the development of a job brokerage service
This is a varied role combining office-based work with site visits, requiring you to engage directly with development sites and oversee delivery of employment and training initiatives.
About You
We are looking for someone who is proactive, organised and confident working with a wide range of stakeholders.
You will have:
- Knowledge of Section 106 agreements, including monitoring and performance
- Understanding of skills, training and employment support within a local authority context
- Strong written and verbal communication skills
- Excellent attention to detail and a methodical approach
- The ability to work independently and use initiative
- Strong project management skills and ability to manage competing priorities
- Excellent stakeholder engagement, negotiation and interpersonal skills
