  • About the role

  • We are looking for a proactive, detail-oriented and technically minded HR Systems Officer to support the day-to-day operation, configuration and continuous improvement of the Council's HR and Payroll systems.

    This is a pivotal role within our HR service, ensuring the integrity, accuracy and effective performance of our people systems. You will provide first and second-line systems support, maintain organisational structures and workflows, manage system security and data quality, and deliver accurate reporting and management information that supports both operational delivery and strategic decision-making.
    Working closely with colleagues across HR, Payroll, ICT, service areas and external suppliers, you will play a key role in system developments, testing, process improvements and the successful delivery of innovative technology solutions that enhance the employee experience and support organisational objectives.

    About You

    You will have a strong systems mindset and enjoy working with data, processes and technology to deliver efficient, high-quality services. You are naturally analytical, highly organised and able to balance competing priorities while maintaining exceptional attention to detail.

    You will bring:

    • Experience working with HR, Payroll or other business-critical systems within a complex organisation.
    • Strong data analysis and reporting skills, including advanced Excel and experience using reporting tools such as Power BI, Business Objects or similar.
    • Experience maintaining system structures, workflows, forms, security permissions and user access controls.
    • Confidence in investigating and resolving system issues, supporting users and escalating complex problems where required.
    • Experience carrying out data validation, auditing, testing, bulk uploads or system quality assurance activities.
    • Strong communication skills, with the ability to explain technical concepts and provide training and support to non-technical users.
    • A methodical approach to problem-solving, with the ability to identify opportunities for improvement and implement effective solutions.
    • A good understanding of data governance, confidentiality and GDPR principles.
