About the Job

 

This is a unique opportunity to lead the strategic management of one of Havering's most significant corporate assets, property. As Head of Asset Management, you will provide senior leadership, expert property advice and strategic direction across the Council's property portfolio, ensuring assets are utilised effectively to support corporate priorities and deliver value for residents. The role combines commercial acumen, strategic asset management, estate management and valuation expertise, with responsibility for leading a high-performing property team and delivering major property projects and programmes

 

As Head of Asset Management, you will lead the strategic management of the Council's property portfolio, ensuring assets are used effectively to support corporate priorities, generate value and deliver benefits for residents. The role is responsible for driving the Council's asset management strategy, property review programme, acquisitions, disposals, valuations, estate management and income generation activities. You will provide expert property advice to Members and senior officers, lead major property projects and transactions, build strong relationships with key stakeholders and partners, and manage a professional property team to deliver high-quality services and successful outcomes. The postholder will also play a key role in shaping the Council's future through strategic property decisions, supporting regeneration objectives and maximising the value and performance of the Council's land and property assets.

 

About You

 

The successful candidate will be an experienced property professional with strong strategic, commercial and leadership skills, capable of operating confidently at a senior level within a complex organisation. You will possess a proven track record in corporate asset management, estate management, property disposals and acquisitions, valuations and income generation, together with the ability to influence senior stakeholders, elected Members and external partners. Essential requirements include a relevant professional property qualification with membership of the Royal Institution of Chartered Surveyors (RICS), substantial experience of managing diverse property portfolios and leading high-performing teams, along with a thorough understanding of asset management, property law and local government property practices. We are looking for an individual who is commercially minded, politically aware, an excellent negotiator and a strong leader, with the vision and drive to maximise the value of the Council's property assets while supporting Havering's wider regeneration and financial objectives.
