Compliance Officer
London Borough of Havering
Contract: Secondment /Fixed Term – 12 months (Maternity Cover)
Location: Romford (with borough-wide travel)

We are seeking an experienced and highly motivated Compliance Officer to join our Resident Services team on a 12-month maternity cover basis. This is a key frontline role responsible for ensuring the safety and compliance of our housing stock, with a particular focus on fire safety, clutter management, and housing standards.
- Carry out inspections across housing stock, including communal areas and individual dwellings, to assess compliance with:
- Fire Risk Assessments (FRAs)
- Housing Health and Safety Rating System (HHSRS)
- Clutter and hoarding standards
- Identify hazards and non-compliance issues, including fire risks linked to items in communal areas
- Take appropriate action to address risks, including issuing warnings, enforcement action, and follow-up inspections
- Work directly with residents to educate, support, and encourage behaviour change, particularly in relation to clutter and fire safety risks
- Manage and monitor compliance actions, ensuring risks are mitigated within agreed timescales
- Maintain accurate records, evidence, and compliance documentation
- Work collaboratively with housing officers, contractors, and external partners to resolve issues
- Escalate high-risk cases appropriately, ensuring resident safety is prioritised at all times
We are looking for someone with a strong background in housing compliance, who can demonstrate:
- Proven experience in:
- Fire safety compliance and FRA processes
- HHSRS inspections and hazard identification
- Managing clutter/hoarding cases and enforcement activity
- Excellent customer service and communication skills, with the ability to engage effectively with a wide range of residents, including vulnerable individuals
- A practical and solution-focused approach, with the confidence to take enforcement action where required
- Strong organisational skills and the ability to manage a varied caseload
- Experience of working within a social housing or local authority environment
- Good understanding of relevant legislation, including building safety and housing standards

This role involves regular site visits and direct resident contact. A flexible and proactive approach is essential.
