Overview

The London Borough of Harrow is seeking a highly skilled and motivated Senior Analyst to join its Business Intelligence Unit within the Resources & Innovation Directorate.  This pivotal role sits at the heart of the Council’s commitment to evidence-based decision making, supporting strategic planning and service improvement through the provision of high-quality data, analysis and insight.

 

Working closely with the Business Intelligence Partner, the Senior Analyst will lead on a range of analytical projects, drawing on advanced data management and interpretation skills to inform policy, measure performance and operational delivery.  The post holder will be instrumental in shaping the Council's understanding of resident need and outcomes using both qualitative and quantitative data to help drive meaningful change.  With a strong focus on collaboration, the role involves building effective relationships with Directors, Heads of Service, Team Managers as well as partner organisations, ensuring that findings are clearly communicated and acted upon.

 

This is a dynamic and rewarding position, offering the opportunity to take ownership of complex data and analysis projects and tasks, mentoring junior team members and contributing to the development of the wider team.  The successful candidate will bring a high level of technical expertise, including proficiency in tools such as Excel and Power BI as well as a deep understanding of local government data systems and policy frameworks used in the delivery of Adult Social Care.  If you’re passionate about using data to improve public services and thrive in a purpose-driven environment, we’d love to hear from you.


About You

The successful candidate will have:

 

  • Proven experience in data analysis, interpretation and presenting findings in a way that will influence service improvement
  • The ability to find meaningful insights from complex datasets and communicate findings clearly to non-technical audiences
  • Strong technical skills relating to the extraction. presentation and analysis of data using products such as Microsoft Excel, Power BI, SQL, SPSS or other similar tools
  • A good understanding of local government structures, services and policy particularly in relation to the delivery of Adult Social Care
  • Skills in building relationships with senior stakeholders and influencing decision-makers through evidence
  • Experience in mentoring or training colleagues and a collaborative approach to team development
  • A proactive approach towards improving data quality and supporting change
  • A suitable degree-level qualification or demonstrable equivalent experience in a data, research or policy field
