Overview

London Borough of Harrow is looking for a talented Capital Works Delivery Manager to lead the delivery of our housing capital investment programmes. You will manage projects valued at £10–15m per annum, ensuring they are delivered on time, within budget and to the highest standards. From developing briefs and managing procurement through to project completion, you’ll play a key role in improving our housing stock and delivering safe, sustainable homes for residents. Working across the council and with external partners, you’ll provide technical leadership, manage a small team, and build strong relationships with stakeholders and residents. You’ll also contribute to long-term investment planning and support our wider regeneration and climate ambitions.

About You

You are an experienced project or programme manager with a strong background in housing capital works or regeneration.

You bring:

Proven experience delivering complex capital projects and managing significant budgets
Strong knowledge of construction, procurement and housing standards
The ability to lead teams and build effective partnerships with residents, Members, and stakeholders
Excellent organisational and decision-making skills in a fast-paced environment

You’ll be degree-qualified (or equivalent), ideally with a professional membership (e.g. RICS, CIOB, CIH), and committed to continuous improvement and high-quality service delivery.
