Damp, Mould and Disrepair Surveyor

The London Borough is seeking a Damp, Mould and Disrepair Surveyor to support the effective delivery of the Council’s responsive damp, mould and disrepair service. The postholder will act as the technical representative for the Housing Division, overseeing all damp, mould and housing disrepair matters and ensuring full compliance with Awaab’s Law, landlord repairing obligations, and all relevant building and housing legislation.
The role is responsible for managing inspections, cases and associated contractors, ensuring works are delivered within statutory timescales, contractual requirements, quality standards and budgetary constraints on behalf of the Council’s Housing Division and the London Borough of Harrow. A key focus of the position is to minimise legal risk, eradicate recurring damp and mould issues, improve overall property condition, and safeguard residents’ health and wellbeing through strong technical leadership and effective contract management.
Reporting to the Service Delivery Manager, the postholder will provide senior technical advice, operational leadership and performance oversight in relation to responsive damp, mould and disrepair services. The role sits within a resident-focused environment, where the London Borough of Harrow is committed to a person-centred approach to housing, placing residents at the heart of service delivery. Working collaboratively across teams and with external partners, the Council strives to deliver safe, high-quality homes and sustainable communities, ensuring all services are delivered in line with UK legislative, regulatory and best practice standards.
About You
The successful candidate will have:
- Experience in a technical role within housing, property, construction or a related service environment, specifically in responsive damp, mould and disrepair contracts within social housing.
- Understanding of administrative processes relating to works orders, invoicing and financial controls.
- Technical understanding of housing repairs and maintenance services, including damp, mould, voids and communal works.
- Ability to work accurately with data, systems and documentation in a fast-paced environment.
- Good communication skills, with the ability to liaise effectively with residents, contractors and colleagues.
- Organised, methodical approach with the ability to manage competing priorities.
- Working knowledge of all forms of damp and mould including condensation, penetrating damp, rising damp, thermal bridging and ventilation-related defects.
- Knowledge of landlord statutory responsibilities and relevant housing legislation, including knowledge of Awaab’s Law and statutory obligations relating to damp, mould and housing disrepair.
