About the role
As an Energy Accounts Officer, you will play a key role in supporting the Council’s Energy Team by delivering high‑quality financial, administrative, and data management functions across the corporate, housing, and schools energy portfolios. Your responsibilities will include validating electricity, gas, and water bills, managing the end‑to‑end billing process, analysing consumption data, and identifying opportunities for cost and efficiency savings. You will also investigate billing discrepancies, ensure accurate payments, and support statutory reporting and budget forecasting through the delivery of timely and reliable data.
About the team
You will be part of a collaborative and dynamic Energy Team that works closely with a range of internal and external stakeholders, including utilities suppliers, corporate landlord teams, housing services, schools, IT, finance, and the Council’s third‑party utilities bureau provider. The team manages over 1,800 energy and water supply points and plays a vital role in ensuring the accuracy, compliance, and financial integrity of the Council’s utilities portfolio. Together, the team delivers the Council’s energy management function while supporting wider efficiency projects and operational improvements across multiple services.
About you
You will have strong numeracy, analytical, and IT skills—particularly in Excel—and the ability to investigate data anomalies, resolve queries, and communicate findings clearly. You can work both independently and as part of a team, prioritising workloads effectively in a fast‑paced environment. Experience in utilities, finance, billing procedures, or energy management is desirable, and you will bring strong problem‑solving abilities, attention to detail, and the confidence to liaise with a wide range of stakeholders. A qualification demonstrating strong literacy and numeracy is essential, and you should be comfortable undertaking occasional site visits when required.
