About the role

If you are Chartered Institute of Procurement and Supply (CIPS) qualified, or have experience of procurement, and knowledge and experience of goods, services, and works which sit under the Place category, which includes works and some services which transform the physical area (e.g., housing, regeneration, environment, highways, transport, etc.), then we want to hear from you.

When we buy goods, services, and works, we want the best outcomes for residents, value for money and compliance with the relevant public sector procurement legislation (Procurement Act 2023, Procurement Regulations 2024, and the Public Contracts Regulations 2025 (which continue to be relevant to some live frameworks), as well as the Council’s Contract Standing Orders. Hammersmith and Fulham Council prides itself on investing well and securing the right quality, price, and social value. Strategic partnerships with organisations which share our values are important to us.

Your role as a Category Specialist is to understand markets for your category and advise on procurement strategies, procurement processes, and contract awards which meet our strategic priorities and context. You will enable category management in the Council and report to a Category Lead. You will help the Council to translate strategy into delivery, by advising on and running appropriate procurement activities for purchasing and informing contracts which can be readily managed. You will be able to draft and provide advice on preparation of procurement documents (tenders, specifications, etc.), run a procurement process in accordance with the relevant legislation and the Council’s own processes and procedures, and be familiar with using eProcurement systems.
