We are looking for a proactive and highly organised Project Manager to support the delivery of a wide-ranging portfolio of environmental and operational projects. This is a fantastic opportunity to play a key role in shaping future service delivery as part of Local Government Reorganisation (LGR) and transformation activity.
You will bring strong project management expertise, analytical thinking, and the ability to work collaboratively across services, ensuring that essential environmental services are modern, efficient, and ready to operate effectively within a new unitary structure.
The Role
Reporting to the Head of Environment, you will lead and support a variety of projects across environmental services, with a strong focus on LGR workstreams and service transformation.
Key responsibilities include:
Deliver environmental and operational projects through the full project lifecycle
Develop “as is” and “to be” service models, processes, and workflows
Research and analyse services, policies, and performance to inform LGR work
Support service harmonisation and transformation across authorities
Produce key project documentation (plans, business cases, risk logs, reports)
Coordinate stakeholders including teams, partners, and contractors
Manage budgets, procurement, and resources
Provide clear project updates and recommendations to senior stakeholders
Ensure compliance with statutory, environmental, and health & safety requirements
Support engagement and communication around service changes
Contribute to service improvements and efficiency savings
This role will also require flexibility to support business-as-usual (BAU) activities where needed.
Who we’re looking for:
Proven experience delivering projects from initiation to completion
Strong project management and organisational skills, with the ability to manage multiple priorities
Excellent communication skills, with the ability to present complex information clearly
Strong analytical and problem-solving abilities
Experience working with multidisciplinary teams and external partners
Knowledge of project management methodologies, governance, and risk management
Ability to manage budgets, resources, and procurement processes
Strong IT skills, including experience with project tools and data analysis
You will be adaptable, detail-oriented, and able to thrive in a fast-paced environment with changing priorities.

Local Government Reorganisation
The government is reorganising local councils in Surrey. The current two-tier system where services are split between Surrey County Council and district or borough councils, will be replaced by two new unitary councils - East Surrey Council and West Surrey Council.
East Surrey Council will cover Elmbridge, Epsom & Ewell, Mole Valley, Reigate & Banstead and Tandridge District managing all local services, including housing, planning, waste, education, roads and social care.
Although this may lead to some uncertainty for anyone considering a role with us, we need to continue to provide services.
When the new councils are created in April 2027, most staff will transfer to the new council on their current terms and conditions. Being part of a larger organisation may offer additional opportunities for career development and variety.
