Guildford Borough Council and Waverley Borough Council are working together to deliver modern, efficient and customer-focused services across our communities. We're looking for a Joint IT Contracts Officer to help manage and develop our portfolio of ICT contracts, supplier relationships and procurement activity across both councils.
This is an exciting opportunity to join a collaborative and forward-thinking ICT team where you'll play an important role in ensuring our technology services, systems and suppliers continue to deliver value, quality and innovation. Working with colleagues across ICT, Procurement and Legal Services, you'll help shape the resources and partnerships that support the delivery of vital services to staff and residents.
About the role
We're looking for a proactive and organised professional with strong relationship-building skills and a commercial mindset. Whether your background is in contract management, procurement, supplier management or a similar role, you'll be comfortable managing competing priorities and working collaboratively with a wide range of stakeholders.
You'll bring:
* Experience of contract management, procurement or supplier relationship management.
* Excellent planning, organisation and administrative skills.
* Strong attention to detail and the ability to analyse information and make informed recommendations.
* Commercial awareness and a focus on achieving value for money.
* The ability to build positive relationships with colleagues, suppliers and partners.
* Strong communication skills, including the ability to translate technical requirements into clear business needs.
* The ability to manage multiple projects, deadlines and competing priorities.
* A good understanding of the ICT supplier market
Previous experience within local government would be beneficial but is not essential.
Why join us?
This is an opportunity to be part of an ambitious and forward-thinking ICT service supporting two successful councils. You'll work on a broad range of contracts and procurement projects, build relationships across multiple service areas and play an important role in ensuring technology services continue to support the delivery of excellent public services.
If you're looking for a role that offers variety, responsibility and the opportunity to influence how ICT services are delivered across two organisations, we'd love to hear from you.

From April 2027, Guildford Borough Council and Waverley Borough Council will become part of the new West Surrey unitary council, following the government’s confirmed plans for local government reorganisation across Surrey. This change will see the current twelve councils replaced by two new authorities, East Surrey and West Surrey, with West Surrey taking responsibility for the areas currently served by Guildford, Waverley, Runnymede, Spelthorne, Surrey Heath and Woking.
As we move towards this transition, our focus remains firmly on delivering high‑quality, value‑for‑money services and staying true to our shared organisational values of Collaboration, Wellbeing, Trusted, Value for Money and Professionalism.
We recognise that any period of organisational change can bring questions, particularly regarding future structures and working arrangements. Throughout this process, we are committed to supporting our colleagues with transparency and care prioritising wellbeing, maintaining a trusted and open dialogue, and ensuring continued access to learning and professional development opportunities.
While the exact shape of the new West Surrey Council beyond 2027 is still being developed, joining us now means becoming part of an organisation where collaboration thrives and where your contribution will directly influence one of the most significant local government transformations in decades. You’ll gain valuable experience, play an active role in shaping the future of public services across West Surrey, and work within a team committed to professionalism and delivering outstanding outcomes for our communities.
Together, we will ensure a smooth transition and continue to deliver exceptional services for residents both now and into the future
