The Role

This job description is intended as a working document only, giving a guideline to the major duties to be performed. It is anticipated that the post will develop as working practices change in order to meet the demands of the service, legislative and regulatory requirements, including Awaab’s Law, and policies of the Council. The post holder will be expected to contribute to and assist in the development of such changes.
Undertake property inspections, investigations and surveys relating to responsive repairs, damp and mould, disrepair, and wider Housing Health and Safety Rating System (HHSRS) hazards, including those in scope under Awaab’s Law phase 2 Investigate reports of damp, mould, condensation, disrepair and other hazards affecting tenant health, safety and wellbeing. Carry out detailed inspections to identify root causes, assess severity and risk, and determine whether hazards present a significant risk of harm. Diagnose defects and building pathology issues, including damp, mould, condensation, excess cold, water ingress, ventilation failures and associated repair needs.
Assess properties for compliance with relevant legislation, regulatory standards and Council policies, including landlord repair obligations, the Homes (Fitness for Human Habitation) framework, HHSRS and Awaab’s Law requirements.
Prepare clear specifications, schedules of work, remedial actions and priorities for responsive repairs and hazard mitigation, ensuring the recommended works are proportionate, effective and evidence based.
Document inspection findings, risk assessments, recommendations and actions accurately using the Council’s systems and prescribed templates, maintaining robust records to evidence compliance and support case management.
Identify Category 1 and Category 2 hazards and other defects, escalating emergency and high-risk cases immediately and taking appropriate action to make homes safe.
Manage repair and remedial works from diagnosis through to completion, including instructing contractors, monitoring progress, challenging poor performance and arranging follow-on works where required.
Undertake post-inspections and quality assurance checks on completed work, identifying defects, non-compliance or poor workmanship and securing timely rectification.
Work collaboratively with tenants, contractors and internal teams to ensure inspections and works are progressed within required timescales, with clear communication, reasonable adjustments where needed, and a strong customer focus.
Support the Council’s response to complaints, disrepair claims, Ombudsman enquiries and legal cases by providing technical advice, reports, evidence and professional opinion as required.
Keep up to date with developments in building pathology, repairs practice, housing health and safety legislation, and regulatory expectations, and contribute to service improvement, learning and prevention activity across the housing service.
About you
Experience in the following areas would be useful, but not essential, as full role specific training will be provided to right applicants.
Relevant technical qualification in building surveying, construction, property maintenance or a related discipline, or equivalent demonstrable experience.
Experience of using housing, repairs or surveying systems to record inspections, works and compliance evidence.
Knowledge of contract administration, building construction, health and safety, and regulatory expectations within social housing.
Being self-motivated and able to prioritise workload.
Compliance activities, experience of completing testing of legally required systems and maintain records on our IT systems.

Proven experience in damp and mould inspections, with a good understanding ofthe damp and mould industry
