Business Case Development Officer (Fixed-Term) - (Re-advertisement)

Job Description
Based within Neighbourhood and Regeneration Services, the Officer will report directly to the Assistant Group Manager – Project Development Team within Property and Consultancy Services, and will participate proactively within a wider multidisciplinary team to achieve the outcomes identified in the HLF supported Sauchiehall Street Culture and Heritage District Area Action Plan. The regeneration of this part of the city centre is considered to be a high profile priority for the council and our partners. This exciting new role will initially focus on demonstrating the viability of proposals to enhance and/or redevelop key built heritage assets within the Sauchiehall Street district of the city centre.
The role is based at Glasgow City Council offices within Glasgow city centre and council hybrid working policies will apply (currently 50% homeworking). It is initially offered as a temporary part-time contract with 17.5 hours per week through to December 2027. However, subject to successfully securing additional funding later and project status, the role could continue beyond that date.
key responsibilities include:
• Develop comprehensive business cases in line with HM Treasury’s Green Book guidance to support strategic investment decisions in relation to the built heritage of the street.
• Analyse and articulate project benefits, delivery mechanisms, and benefit realisation strategies.
• Ensure alignment of business cases with broader city planning objectives, including economic growth, sustainability, and heritage & cultural enrichment.
• Champion the role of culture and heritage in urban development, ensuring these values are embedded in investment proposals.
