Essex County Council (ECC) are delighted to be supporting Basildon Borough Council in recruiting a permanent Head of Property Maintenance & Compliance on a full-time basis. Please note this role is being offered on a hybrid basis.

The Role
The role is within the Property Maintenance and Compliance department of Basildon Borough Council (BBC) and combines strategic leadership, operational oversight, financial management and regulatory compliance.
The role is responsible for ensuring that BBC owned homes and corporate properties are safe, legally compliant, well maintained and provide value for money.
Key deliverables
- Provide leadership and management of the repairs & maintenance and compliance services for housing and corporate assets.
- Develop and implement BBCs repairs and maintenance strategy.
- Assist in the development and delivery of BBCs asset management strategy.
- Ensure contractors are monitored in-accordance with contractual requirements with corrective action undertaken to remedy areas of non-compliance.
- Ensure repairs & maintenance and compliance services align with corporate objectives and budget.
- Achieve HRA/ GRA performance and financial budget targets, including effective and timely forecasting, minimising financial risks and maximising efficiencies.
- Lead on repairs, maintenance and compliance service improvements, transformation and digital innovation.
- Ensure statutory compliance across housing and corporate assets, including gas safety, electrical; safety, fire safety, building safety, water hygiene, asbestos management, lifts & lifting equipment, health and safety requirements.
- Ensure service area related complaints, MP enquiries and Counsellor enquiries are dealt with in-accordance with procedural requirements.
- Ensure compliance inspection/testing programmes are delivered, risk is managed and legal obligations are met.
The experience you will bring
- Degree in Building Surveying or a related subject
- Membership of a relevant professional body eg RICS, CIOB
- Holds or is willing to work towards a mandatory NVQ level 5 management qualification
- Holds or is willing to work towards a mandatory NEBOSH or IOSH general certificate
- Extensive demonstrable knowledge of statutory, regulatory, and best practice requirements in relation to housing and corporate asset compliance, health & safety and mechanical and electrical works.
- Extensive demonstrable knowledge of repairs and maintenance, building legislation, building safety and health and safety law
- Good understanding of procurement and contract management requirements
- Demonstrable knowledge in the gathering, analysis, and interpretation of technical data
- Good working knowledge of Microsoft packages, especially Outlook and Microsoft Excel.
- Significant experience of working in a risk-based service area within social housing or a related sector.
- Significant experience of developing services at a strategic level and implementing at an operational level.
- Significant experience in managing multiple high value budgets
- Significant experience in managing multiple contracts
- Significant experience in producing and monitoring operational and assurance Key Performance Information (KPIs).
- Significant experience in producing and presenting reports to a wide range of audiences.
- Experience in analysing complex data and making recommendations / implementing improvements.
- Experience of working closely with resident groups.
