Please note this vacancy is available as a fixed term contract or secondment opportunity for up to 12 months.

*This is a hybrid-working role contractually based in Chelmsford. The role allows for some home-working with a requirement to attend the office once a month, in line with business need.

 

The Role

 

 ECC has embarked upon a programme of change for provision and services with the ambition to improve the outcomes of children and young people with SEND. Our vision is to identify and assess need at an earlier stage and which provides appropriate and impactful support without high dependence on statutory services.   

ECC has holds the licences for delivering the Autism Education Trust in schools , alongside development and delivery of a extensive training program to support schools to meet the needs of young peoples and their families. All the training programmes use established training courses, bespoke materials and provide frameworks for assessment. This role will be integral to the effective analysis, design, and coordination of Autism training as directed by the SEND Strategic Lead for Autism.

The role requires experience of working as a professional within the field of Autism Spectrum Condition (ASC), with expertise in developing and coordinating training and resources based on research and evidence, to improve outcomes for children and young people with ASC.

The Opportunity

 

Roles at this level will be focused on delivering results in a specific functional area. They will hold expertise on the application of policy and improvement of service delivery.  These roles have clear team budgets and targets set within the overall service requirements. The role is accountable for: 

 

  • Operational planning and performance review to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met. 
  • Working collaboratively within and across functions to and thinking commercially support the delivery of best possible outcomes for our customers on a financially sustainable basis. 
  • Maintain and nurture collaborative relationships with other teams in the function and external organisations that support the delivery of annual plans. 
  • Implementing changes and continually evaluating service to improve the area of work, while maintaining the highest possible levels of service quality are continually delivered. 
  • Managing complex issues and resources to meet the needs of customers and deliver the best possible outcomes. 
  • Effective utilisation of digital technologies and innovation across the function. 
  • Equality and diversity is celebrated and considered as part of all decisions taken. 
  • Using professional expertise to translate goals and plans into ways of working that comply with relevant legislation and statutory requirements and manages a level of appropriate risk. 
  • Deliver exemplar customer interactions to individuals and communities which support strong relationships and a reputation for achieving outcomes and resolving issues

 

Accountabilities

 

  • Demonstrate strong leadership and organisational skills in order to roll out and lead delivery of training programmes across Essex
  • Oversee, quality assure, co-ordinate and support training across a team of training delivery partners 
  • Having a County wide responsibility and oversight to ensure that teams are supporting early years settings and schools to embed the Autism Education Trust (AET) frameworks  
  • To support in building capacity and supporting the inclusion of autistic children and young people within mainstream settings. 
  • Evaluate and report to stakeholders on the effectiveness and impact of the training that has been delivered across the county. 
  • Co-ordinate and support quadrant teams to implement an internal training programme that supports a common language and understanding of autism amongst professionals. 
  • Lead and develop on supporting communities of practice amongst professionals working and supporting autistic children, young people, and their families 
  • Lead accountability to a steering group of stakeholders who will oversee the roll out and implementation of the training programmes across the County and East of England Region. 
  • Maintain a collaborative and positive working relationship with the partner organisations, key stakeholders, including autistic children and young people and their families/ carers. 
  • Use insight and evidence for continuous improvement in systems, processes and delivery of the programme. 
  • Identify and implement processes and structures for the longer-term sustainability of the training programmes in Essex 
  • Specific individual and shared targets and objectives are defined annually within the performance management framework. 

 

The Experience You Will Bring

 

  • Educated to RQF level 6 (Bachelor’s degree) with a SEND or teaching qualification, or equivalent by experience. 
  • Evidence of continuing professional development and expert knowledge in Autism Spectrum Condition (ASC) 
  • Demonstrate a strong ability to lead the delivery of autism advice 
  • Excellent verbal and written communication skills with the ability to deliver training and development to a range of professionals. 
  • Demonstrate a strong commitment to creating outstanding autistic specialist provision  
  • Proficient experience of having provided Autism advice, coaching or mentoring to professionals and families or carers   
  • Able to build collaborative and strong influential relationships with a broad range of stakeholders  
  • Ability to drive cultural, strategic and operational change, in a collaborative way.
