Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Housing Officer on a 3–6-month basis. Please note that this post requires the successful individual to be based on site full time initially and then moving to a minimum of 3 days per week on site once training and induction has been completed.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

The role:

Harlow District Council are seeking an experienced Housing Officer who is available on short notice to join the Housing Management Team and be responsible for estate and tenancy management duties in accordance with the Council’s agreed policies and working practices, delivering a first-class service that is value for money and customer focused.

As a Housing Officer you will work as part of a team responsible for management of the councils housing stock, ensuring that customers are given help and support in sustaining their tenancies. You will be directly responsible for service delivery of areas including: 

  • Dealing with breaches of tenancy conditions.
  • Responding to reports of anti-social behaviour, including working with our partner agencies to take effective action to tackle unacceptable behaviour.
  • Carrying out tenancy audits, ensuring we understand the needs of our tenants, and addressing any issues arising
  • Dealing with tenancy related issues including successions, assignments and estate related incidents in line with relevant Housing law and the Councils policies.
  • Assisting residents with enquiries regarding their tenancies and leases and providing support where required. 
  • Engaging with customers and encouraging their involvement in decisions relating to the Housing Service.

The experience you will bring:

  • Knowledge and experience of Housing management gained in local authority, RSL or related organisation, including contact with general public
  • Excellent people skills, with the ability to communicate effectively and diplomatically at all levels, and with a wide range of people
  • A proactive and solution focused approach to problem solving.
  • Knowledge of current housing legislation used to address antisocial behaviour. Understanding of the key aspects of landlord and tenant legislation
  • Able to work effectively within a pressurised, customer focused environment, prioritise tasks against competing demands and deliver to very tight deadlines
  • Good administration and IT skills
