Fixed Term / Secondment Opportunity, 12-month contract
Full Time, 37 hours per week
£37,923 to £44,615 per annum
Location: Chelmsford
Working Style: Anywhere worker - expectation to attend office (County Hall, Chelmsford) approx. once a week

The Analyst provides high‑quality analysis, insight and business intelligence to inform effective leadership, governance and decision‑making across the Council. The role delivers impactful insight that influences strategic decisions, resource allocation and service planning, supporting improved outcomes for residents and organisational effectiveness. Applying a range of analytical and data science techniques to complex datasets, the post holder supports strategic priorities, demand forecasting and service improvement, while acting as a specialist within their discipline and championing an ‘analytics‑first’ culture across the organisation.

Accountabilities
- Provide senior leaders and stakeholders with high quality information and intelligence to support leadership, governance and commissioning.
- Use multiple data sources and analytical techniques to produce robust analysis and actionable recommendations to improve outcomes or organisational effectiveness.
- Apply understanding of business processes, data and strategic priorities to develop and communicate analytical products effectively.
- Lead and deliver predictive analytics and modelling, including population forecasting, demand prediction and risk stratification.
- Align predictive analytics with performance frameworks to provide forward looking insight.
- Work collaboratively with stakeholders to scope requirements and develop insight products describing needs, trends, demand, supply and future scenarios.
- Use intellectual curiosity to proactively identify opportunities for analysis that support prevention, demand management and whole system insight
- Produce high quality visualisations and compelling analytical narratives tailored to a range of audiences.
- Proactively explore and apply new technologies such as AI, machine learning, automated data pipelines and Power Platform solutions to improve analytical accuracy, increase efficiency and expand ECC’s capability to generate predictive and forward looking insight
The Experience You Will Bring
- Educated to degree level or equivalent experience.
- Evidence of continuous professional development in relevant analytical or data science fields.
- Experience working within local government or public sector (desirable).
- Practical experience using quantitative and qualitative analytical tools to produce insight that informs decision making.
- Strong understanding of Data Protection Act requirements in an analytical context.
- Ability to present data creatively using visualisation tools (Power BI) and techniques.
- Excellent communication and collaboration skills, including working in multidisciplinary and matrix teams.
- Self motivated and able to manage priorities in a fast paced environment.
- Practical experience designing, developing and supporting Power Apps solutions.
