Planning Enforcement Officer

About the Role
As a Planning Enforcement Officer, you will play a key role in ensuring that development across the District complies with planning legislation, Council policy, and sound planning principles.
You will investigate alleged breaches of planning control, carry out site inspections, gather evidence, and prepare clear, accurate reports. The role involves negotiating solutions with developers and landowners, issuing formal notices where necessary, and presenting evidence at appeals or in court.
You will manage your own caseload, keep stakeholders informed, and work closely with colleagues and partner agencies to achieve effective and proportionate outcomes.
This is a dynamic, customer‑facing role requiring strong communication skills, attention to detail, and confidence in decision‑making.
Key Responsibilities
In this key role, you will help ensure that development across the District complies with planning legislation, Council policies and sound planning principles.
You will investigate alleged breaches of planning control, carry out site inspections, prepare detailed reports, negotiate solutions, and take formal enforcement action where necessary.
You will manage your own caseload, maintain accurate records, liaise with internal and external partners, and provide clear advice to customers, Members and colleagues.
The role also includes preparing evidence for appeals and court proceedings, and acting as a professional witness when required.
About You
We are looking for someone who is organised, confident conducting lone site visits, skilled at negotiation, and able to analyse complex information.
Strong communication skills, experience in a challenging customer facing role, accuracy, attention to detail, and proficiency with IT are essential.
Knowledge of planning legislation and local government is desirable, as is experience of preparing detailed written reports and correspondence.
A full driving licence and access to a suitable vehicle at all times are required due to the need for frequent site visits across the District.
Working Arrangements
This role is offered on a hybrid basis. You will need to be available at all times during working hours to visit sites across the district at short notice.
Office attendance is required at least one day a week, with additional attendance being required in accordance with the needs of the service.
