Our newly published Council Plan, routed in the core values of Community, Growth and Power, sets out an ambitious agenda and framework for the borough to thrive. Our strong record of financial efficiency as evidenced and endorsed through our recent LGA Corporate Peer Challenge means we have set a balanced budget for several years and the recent Fair Funding Review has given us a real opportunity to invest, enhance and transform services for our communities, visitors and businesses.

About the role

We are seeking an experienced and dynamic individual to become our Assistant Director of Finance, responsible for leading our Finance Business Partnering service at the forefront of our high-performing Finance team. You’ll join a collaborative, innovative, and values-driven organisation where your expertise will directly shape public services. We offer a flexible hybrid working model, supportive and strong leadership, and a real opportunity to make an impact.

This senior leadership role is critical in supporting the development and delivery of the Council’s Medium-Term Financial Strategy (MTFS), annual budgets, and capital programme. This role demands a finance leader who is a strategic business partner and can build lasting, meaningful relationships with stakeholders across the council. You will lead a team of dedicated heads of finances and finance business partners and provide strategic financial support to service areas, ensuring sound financial governance, sustainability, and value for money across the organisation.

Key Responsibilities

  • Lead the council’s finance business partnering function, providing strategic financial advice and challenge to senior leaders.
  • Support the development and monitoring of the MTFS, annual budgets, and capital programme for both the General Fund and HRA.
  • Deliver high-quality, customer-focused financial support to directorates to inform business planning and decision-making.
  • Lead financial oversight of significant budgets, including service budgets (£424m), HRA (£100m), and capital programme (£1.3bn).
  • Represent the Director of Finance when required and contribute to corporate financial leadership across the council.

What We’re Looking For

We are looking for a qualified, strategic finance professional with:

  • A CCAB/CIPFA/CIMA qualification and significant evidence of ongoing professional development.
  • Significant experience of leading finance teams in a complex public sector or local authority environment.
  • Deep understanding of local government finance legislation, and accounting standards.
  • A proven ability to influence and advise senior leaders, including elected members.
  • A track record of driving financial improvement, innovation, and value for money.
  • A collaborative, inclusive, and innovative approach aligned with our connected communities principles and our values.
  • Strong interpersonal and leadership skills, with the ability to motivate and develop teams.
