The Role & Responsibilities:  

The Community Development Team sits within Dover District Council’s Place & Growth Service and plays a key role in supporting residents, communities and partner organisations across the district. The team works to build stronger, more resilient and inclusive communities by developing relationships with local people, voluntary groups, businesses and external stakeholders. It's work covers a wide range of priorities including community cohesion, education, skills and employment, cost of living support, wellbeing, leisure, events, grants and funding programmes.

The team empowers communities through engagement, signposting, partnership working and the delivery of projects that improve quality of life for residents. By working collaboratively with local organisations and securing external investment, the Community Development Team helps create opportunities, strengthen community resilience and contribute to Dover District Council’s vision of building a better and fairer future 

The role of the Crisis Resilience Fund Officer sits within the above team and is to administer the Council’s Crisis Resilience Fund, ensuring fair, timely and compliant allocation of financial support to residents experiencing hardship, while working collaboratively with internal and external partners to improve outcomes for vulnerable individuals 

The main responsibilities of the role are:  

  • Assess and process applications to the Crisis Resilience Fund in line with Council policies, ensuring accurate, consistent and timely decision-making.  
  • Carry out financial and eligibility assessments, including reviewing supporting evidence and identifying priority or high-risk cases.  
  • Provide clear advice and guidance to applicants, colleagues and partner organisations on fund criteria, application processes, and alternative support available.  
  • Maintain accurate records of applications, decisions and payments using relevant systems, ensuring compliance with audit and data protection requirements.  
  • Monitor expenditure against allocated budgets, ensuring appropriate and responsible use of public funds and escalating issues where necessary.  
  • Work collaboratively with internal teams (e.g. Housing, Benefits, Customer Services) and external agencies to coordinate support for residents and avoid duplication of funding.  
  • Identify complex or exceptional cases and refer or escalate appropriately, including safeguarding concerns.  
  • Contribute to service improvement by identifying trends, gaps in provision and opportunities to enhance processes or policies.  
  • Support reporting requirements by providing data, insights and updates on fund performance and demand.  
  • Ensure all activity is delivered in accordance with Council policies, procedures, and relevant legislation. 

This role requires current full driving license effective in the UK and use of a motor vehicle for business use, or the ability to get to sites in a timely manner equivalent to motor travel in your own car.
