The Role
Working within the Property Assets Team and reporting to the Principal Compliance Officer, the Building Surveyor (Compliance) will support the business in ensuring that all housing and corporate assets are compliant with statutory health and safety legislation and the Council’s own policies and procedures.
The role plays a key part in monitoring compliance performance, reducing non‑compliance, and ensuring value for money across planned and reactive compliance programmes.
Key Responsibilities
- Support the monitoring and reporting of compliance KPIs, identifying trends and contributing to performance improvement
- Proactively work to reduce non‑compliance across housing and corporate assets
- Carry out regular site visits and inspections to ensure building services and equipment comply with regulatory standards and are maintained in good order
- Review and assess service reports, certificates, risk assessments and compliance documentation, ensuring they meet statutory and regulatory requirements
- Identify defects and manage them through to completion, working collaboratively with contractors and the Compliance Team
- Act as the technical lead, providing advice and guidance to the wider business on compliance-related matters
- Prepare and write technical specifications to support compliance contracts and project works
- Authorise works and provide advice on whether costs represent current market value and value for money
- Liaise effectively with internal stakeholders, contractors, and external partners to ensure timely delivery of compliance works
Who We Are Looking For
Essential Qualifications
- Full qualification and competency in at least one compliance discipline (e.g. gas and other heating types, electrical, fire safety, asbestos, water hygiene)
- Proven ability to identify building services defects during on-site inspections
- Sound understanding of:
- Statutory landlord obligations
- Health and safety legislation
- Compliance frameworks within housing and corporate property portfolios
- Experience of managing defects and remedial works through to satisfactory completion
- Proficient in Microsoft Office and confident using asset management and compliance systems
- Strong organisational skills with the ability to manage multiple workstreams
Desirable Qualifications
- Gas Safe Accreditation
- CCN1 – Domestic Gas
- 2382 – 18th Edition IEE Wiring Regulations
- NEBOSH Fire Safety Certificate
- HNC, HND or equivalent qualification in a relevant built environment or compliance-related discipline
- Experience of working within the public sector or social housing environment
This role requires current full driving license effective in the UK and use of a motor vehicle for business use, or the ability to get to sites in a timely manner equivalent to motor travel in your own car.
