The role of Housing Solutions Review Officer is key to continually improving the delivery of the Councils legal and statutory obligations as a Housing authority in relation to housing solutions, allocations (choice-based lettings) which looks to build on the synergies of each service stream and combine them to meet the Housing Needs of service users.
The post holder will work closely with the Housing Solutions Manager to assist in the development of said service areas to deliver activities in a holistic, innovative and cost-effective manner. The role has no direct line management responsibility other that than to set policy, processes, work targets, recommendations and objectives whilst monitoring performance.
The post holder will be experienced in dealing with the financial aspects of the service and be proficient in, and fully understand, the complex homelessness statistical returns that are used to make regular bid applications for funding the delivery of homelessness services. The process requires innovative thinking to shape a service to meet a dynamic and ever-changing environment not only in terms of legislation changes but also in terms of homelessness trends.
The Review Officer operates with a high degree of professional independence from the original decision making process, exercising sound judgement and legal reasoning when determining whether decisions should be upheld, varied, or quashed. The role requires a detailed understanding of homelessness legislation and evolving case law, alongside the ability to balance legal compliance with a customer focused and equitable approach. The postholder plays a critical role in protecting the council from legal challenge by producing high quality decisions that withstand scrutiny from the courts, the Local Government and Social Care Ombudsman, and other oversight bodies.
The role requires regular reviews of Homelessness decision taking by the Housing Solutions Team under S.202 of the Housing Act 1996. In addition, the Postholder will carry out regular audits of Homelessness decisions and report to housing management team with their findings.
Additional duties include assisting with complex complaints in relation to homeless applicants, reviewing prevention opportunities and reviewing & writing relevant policies & procedures for the homeless service.
