As we continue to deliver our Future Croydon transformation programme, we are seeking an exceptional Learning and Organisational Development Business Partner to play a pivotal role in strengthening our organisational capability, culture and leadership.  Core to Croydon’s workforce and cultural transformation, this role drives ongoing organisational development and continuous growth, embedding sustainable change at scale across a complex, high‑profile authority.

Working in close partnership with senior leaders and transformation colleagues, you will lead the development and delivery of a corporate learning and organisational development strategy that directly supports Croydon’s strategic priorities. Your focus will be firmly on organisational development: diagnosing systemic challenges, shaping culture and values, enabling inclusive leadership, and embedding change that improves performance and outcomes for residents. You will act as a trusted OD partner and change agent, commissioning and overseeing targeted interventions that support leadership effectiveness, organisational resilience and long‑term capability.

This is a high impact role for an OD professional who thrives in complexity and is motivated by public service impact. You will bring strong experience of leading organisation‑wide change, influencing at the most senior levels, and translating strategic ambition into practical, values‑driven action.
