About the Role

A vacancy has arisen in the Leasehold services team for a Development Leasehold services officer.  This post is offered on a full-time basis of 36 hours per week.

Croydon Council is seeking a proactive and experienced Development Project Officer to join our Leasehold Service Charges Team. This is a key role focused on leading leasehold statutory consultations and supporting the effective management and recovery of service charge arrears.

You will play a central role in improving outcomes for leaseholders, ensuring compliance with legislation, and supporting the council’s wider housing and financial objectives through service charge collection. Croydon manages approximately 2600 leaseholders.

Key Responsibilities

  • Lead on the delivery of Section 20 leaseholder consultations, ensuring they are legally compliant, timely, and clearly communicated
  • Act as a subject-matter lead for leasehold consultation processes, providing guidance to colleagues and stakeholders
  • Manage and support service charge arrears collection, working collaboratively with internal teams and external partners
  • Analyse arrears data, identify trends, and develop targeted actions to reduce outstanding debt, improving on our IT systems.
  • Liaise with leaseholders, managing agents, legal services, and contractors to resolve complex queries and disputes
  • Support service improvement projects within the Leasehold Service Charges team
  • Ensure accurate record-keeping and reporting in line with council policies and statutory requirements

You will be an organised and confident professional with experience in leasehold management and service charges, and with a practical approach to arrears management. You also will bring a strong understanding of leasehold legislation under Section 20 and 20ZA of the Landlord and Tenant Act 1985 (as amended by section 151 of the Commonhold and Leasehold Reform Act 2002) and the Service Charge (Consultation Requirements) (England) Regulations 2003.
