Housing Directorate

Croydon Council has around 12,000 residential properties and has implemented NEC Housing as our primary housing management system. The system manages all Housing Services and includes the Estates, Repairs, Rents, Service Charges, Allocations, Housing Advice, Property Purchase, lettings and Housing Online modules. To ensure our workforce can fully utilise the system and deliver high‑quality, consistent and resident-focused services, we are recruiting two Systems Training Officers to lead on all aspects of NEC Housing learning, development and practice improvement. 

This is an exciting opportunity to shape how our housing services use NEC Housing, helping teams improve case recording, drive compliance, and maximise the functionality of the system to support better outcomes for residents. 

About the Role

These posts will be located in the Housing Directorate, and report into the Senior Systems Officer. 

The Systems Training Officer will:

  • Design, develop and deliver a comprehensive training programme for housing officers, managers and partners across Housing Services. 
  • Improve the quality and consistency of system usage, including case recording, repairs management, tenancy processes and safeguarding workflows. 
  • Support ongoing development of NEC Housing and associated processes, ensuring training reflects current practice, legislation and service standards. 
  • Provide targeted support where gaps in system use or case recording are identified.
  • Create and maintain an accessible library of guidance, process maps and resources to support users at the point of need. 
  • Promote high standards of data quality, compliance and resident‑focused practice through impactful training and coaching.

You will work closely with colleagues across Housing, Digital & Transformation, contractors and partner agencies, ensuring that staff are confident and capable system users who understand how to get the most from NEC Housing. 

The role sits within the Change, Assurance and Performance division and reports to the Senior Systems Support Officer. Full-time, 36 hours per week. Some evening or weekend work may be required to support system upgrades, testing or outage management. 

About You

You will bring:

  • Experience of developing and delivering training, ideally within a housing or local government context. 
  • Strong practical knowledge of NEC Housing or similar case management systems used in social housing.
  • Understanding of housing legislation, tenancy management, homelessness prevention and landlord responsibilities. 
  • The ability to work collaboratively with a wide range of stakeholders and influence practice across services.
  • Excellent communication, coaching, facilitation and presentation skills.
  • A proactive and adaptable approach, with a focus on outcomes, compliance and continuous improvement. 

You will be a confident ambassador for good data practice, a champion of consistent system use, and someone who is enthusiastic about helping staff develop their skills and confidence.
