Social Care Capital Project Manager

Colchester City Council

Colchester, EssexCloses: 2026-08-09

Working hours: 37 hours per week

Contract type: 2-year fixed term contract

Help build homes that change lives.

This is not a typical property role. This is your chance to lead projects that make a real and lasting difference to disabled residents, vulnerable adults and families with complex needs.

Colchester is Britain’s first city and one of its fastest-evolving. Rich in heritage, surrounded by coastline and Constable Country, we are also a forward-thinking council delivering ambitious investment to meet the needs of a growing community.

We are looking for an exceptional Social Care Capital Project Manager to help shape and deliver a pioneering programme that turns capital investment into practical, life-changing outcomes.

From acquiring homes and overseeing major adaptations, to developing creative new solutions that support independence, wellbeing and inclusion, this role gives you the opportunity to deliver projects that genuinely transform lives.

Why this role is different

You will:

  • Lead the acquisition, development and adaptation of homes that enable people to live safely and independently.
  • Manage significant capital investment and turn ideas into tangible outcomes.
  • Work across housing, construction, health, social care and property disciplines.
  • Create innovative solutions where traditional approaches are not enough.
  • Help build a new programme from the ground up and influence its future direction.

We are looking for someone who:

  • Can deliver complex capital projects with confidence.
  • Has relevant experience of Part M of the Building Regulations.
  • Thinks commercially but never loses sight of people.
  • Finds practical solutions where others see obstacles.
  • Can manage stakeholders, budgets, governance and risk with confidence.
  • Wants their work to have a lasting social impact.

Few roles offer the opportunity to leave a legacy that can be seen, measured and felt by residents every day.

If you want to deliver projects that go beyond bricks and mortar, improve lives and help shape the future of social care investment in one of the UK’s most historic and ambitious cities, we would love to hear from you.

Shape homes. Deliver independence. Change lives.

What you will do

  • You will lead capital projects from concept to completion, including the acquisition and adaptation of homes for disabled and vulnerable residents.
  • You will manage projects safely, effectively and to a high standard, overseeing budgets, procurement, governance, risk, contractors and delivery.
  • You will work with colleagues and partners across housing, construction, health and social care to turn ambitious ideas into practical projects that improve people’s lives.
  • You will also help shape the future direction of a growing Social Care Capital programme, with scope to develop innovative disability-focused projects beyond housing where they deliver real benefit for residents and communities.

Who we are looking for

We are open to talented people from a range of backgrounds, including:

  • Project management
  • Adaptations
  • Building surveying
  • Quantity surveying
  • Construction
  • Housing
  • Health and social care
  • Public sector delivery

You may have a degree, a professional qualification or equivalent experience. What matters most is your ability to organise, influence and deliver.

You will bring strong project management skills, sound technical judgement and the ability to deliver complex projects involving budgets, governance, contractors and multiple stakeholders.

A recognised project management qualification, such as APM (Association for Project Management) or AgilePM, would be beneficial but is not essential.

We are looking for someone who takes ownership, solves problems, communicates clearly and is motivated by making a genuine difference to people’s lives.

Whether you are an ambitious graduate ready to accelerate your career, or an experienced professional looking for a role with real social impact, this is an opportunity to do work that matters.

What you will get in return

We are happy to talk about flexible working arrangements. This role can include a blend of home, remote, office and site working, with a genuine commitment to work-life balance. Other employee benefits include:

  • Excellent Local Government Pension Scheme.
  • Annual leave entitlement of up to 26 days a year.
  • Additional leave on the 8 public holidays.
  • Extra statutory leave for 2 days during the festive season.
  • The ability to add up to 2 flexi days off each month.
  • Options to purchase additional days of holiday.
  • Wagestream, which allows pre-tax saving with attractive interest rates, or early access to salary if an unexpected personal expense arises.
  • Contribution towards professional memberships.
  • Mileage and subsistence allowance payments.
  • The popular Vine Extras discount scheme for retail, goods and services.
  • Tax-free cycle schemes.
  • Discounted fitness classes, gym and swimming pool memberships.
  • Reduced cost private healthcare options.
  • Staff incentives for events, museums and exhibitions.
  • Diverse learning opportunities, including transferable skills, soft skills, apprenticeships, coaching, mentoring, leadership and management qualifications.
  • Employee Assistance Programmes providing confidential support networks.
  • A variety of in-house health and wellbeing activities, groups and programmes.
