Colchester City Council’s Estates Service is seeking an ambitious and forward-thinking Building and Technical Manager to lead our in-house Technical Services Team and play a key role in maintaining and improving a diverse property portfolio that supports vital public services across the city.
About the Role
Reporting to the Facilities Management Lead, you will manage a multi-disciplinary team delivering reactive maintenance, planned preventative maintenance, and minor works across the Council's operational estate. You'll oversee a wide range of building services including mechanical, electrical, building fabric, and leisure centre pool plant operations.
Key responsibilities include:
- Leading a skilled in-house team of technical and maintenance professionals
- Delivering safe, compliant, and cost-effective maintenance services across a varied estate
- Developing and managing planned preventative maintenance programmes
- Providing technical leadership on building services, statutory compliance, and building safety
- Managing contractor relationships and achieving value for money
- Delivering maintenance projects and minor capital works in line with Construction (Design & Management) regulations (CDM) and procurement requirements
- Driving service improvement, innovation and data-led decision making.
This role requires an enhanced child workforce Disclosure and Barring Service (DBS) including a children’s barred list check
A full UK driving licence is required for this role.
About You
We're looking for a confident and capable leader with:
- An HNC, NVQ Level 4 or equivalent qualification in Building Services, Engineering, Construction, or a related discipline
- An IOSH, NEBOSH, or equivalent Health & Safety qualification
- A working knowledge of building maintenance, technical services, compliance, and facilities management
- Experience leading teams in a technical or operational environment
- Proven ability to manage maintenance programmes, contractors, budgets, and projects
- Excellent stakeholder management and communication skills.
