Senior Programme Manager (Construction)

Bury Council is building a focused team to deliver a multi-year programme of small to intermediate construction projects across its operational, education and commercial property estate. This is an opportunity to manage projects that will make a visible difference to the buildings used by residents, pupils, staff and front-line services every day.
The portfolio will include refurbishment, redevelopment and backlog maintenance schemes across a wide range of occupied and operational settings. The team will also oversee the delivery of new school buildings and provide informed support to partners, including the Department for Education and academy trusts, as they progress construction activity in the borough.
What you will do
- Manage a varied portfolio of construction projects from early definition and planning through procurement, delivery, handover and close-out.
- Coordinate consultants, contractors, internal services and other stakeholders to achieve safe, high-quality and value-for-money outcomes.
- Plan works carefully around live and sensitive services, minimising disruption and keeping building users informed.
- Procure construction works within Public Sector procurement guidelines.
- Work closely with colleagues in Asset Management and Facilities Management to support redevelopment and backlog maintenance priorities.
- Provide practical construction advice to service departments and external partners, including education stakeholders.
- Contribute, where required, to complex corporate projects and wider regeneration activity.
About you
You will bring practical construction knowledge, sound judgement and the drive to move projects forward. You will be comfortable managing competing priorities and working across a broad portfolio, while maintaining attention to quality, safety, programme, budget and stakeholder needs.
- Experience of supporting or managing construction projects through key stages of delivery.
- A collaborative and organised approach, with the confidence to take ownership and address issues early.
- Clear written and verbal communication skills, with the ability to build trusted relationships with elected members, officers, service users, consultants and contractors.
- An understanding of the care needed when delivering works in occupied buildings and settings supporting sensitive front-line services.
- A commitment to learning, continuous improvement and public service.

Normal hours of work are 37 hours per week based around the usual business working week. Dependent on service requirements, you may be required to work on a rota basis.
