Home Improvement Agency (HIA) Technical Officer

• Working hours: Monday to Friday, 9–5

• Location: Bromley Civic Centre

• Working pattern: Hybrid working, including home visits and a minimum of 2 days per week in the office

The Role

The Home Improvement Agency (HIA) is seeking an experienced and highly skilled Technical Officer to lead the technical delivery of disabled adaptations, housing improvements and grant-funded works across the Borough.

This role is responsible for managing a complex caseload of adaptation projects, providing expert technical advice, supporting best practice across the service and ensuring that Disabled Facilities Grant (DFG) and discretionary assistance projects are delivered efficiently, compliantly and to a high standard.

You will work closely with Occupational Therapists, contractors, planning and building control services, as well as vulnerable residents and their families, to develop practical and innovative solutions that enable people to live safely and independently in their homes.

As part of our ongoing service transformation, you will have the opportunity to contribute to service development, support continuous improvement initiatives and play a key role in shaping the future direction of Bromley's Home Improvement Agency.

About You

We are looking for an experienced and professional HIA Technical Officer who can demonstrate:

• Significant experience within a Home Improvement Agency, adaptations service, housing grants team or related technical housing environment.

• Extensive knowledge of Disabled Facilities Grants, housing assistance legislation, adaptations processes and Home Improvement Agency service delivery.

• Proven experience managing complex adaptation projects, including major structural alterations, extensions and bespoke adaptation schemes.

• The ability to undertake detailed surveys and assessments, translating Occupational Therapist recommendations into practical, cost-effective and deliverable solutions.

• Strong technical expertise in producing drawings, specifications, schedules of works and contract documentation for residential adaptations and improvement works.

• Experience overseeing contractors and consultants, monitoring quality and performance, resolving technical issues and ensuring works are completed to the required standards.

• The confidence to provide professional advice and technical guidance on complex cases and contribute to service improvements and best practice.

• Excellent understanding of planning requirements, building regulations, construction methods, accessibility standards and contract administration.

• Strong relationship management skills, with the ability to work collaboratively with Occupational Therapists, contractors, residents and other stakeholders.

• Excellent communication, organisational and IT skills, with the ability to manage competing priorities and maintain accurate records.

• A customer-focused approach and commitment to delivering positive outcomes for vulnerable and disabled residents.
