Capital Project Lead

Bromley Council is seeking a Capital Project Lead to provide strategic leadership and expert oversight across a diverse portfolio of capital construction projects – from large-scale developments to smaller, high-impact schemes.
This is an exciting time to join us as we navigate a politically complex and financially constrained environment, delivering projects that maximise value for money and enhance services for our community. You’ll lead full life cycle delivery – from concept to completion and post-occupancy evaluation – ensuring projects are on time, on budget, and aligned with our corporate objectives.
As a key player in implementing the Corporate Landlord Model, you’ll bring professional credibility, sound judgement, and the ability to thrive in challenging contexts. Working collaboratively with stakeholders, you’ll develop strategic estate solutions that optimise property assets and drive service excellence.
What we’re looking for:

Comprehensive knowledge of construction related systems of work including (PRINCE2, Microsoft Project, RIBA Plan of Work Stages, and a wide range construction related technologies, techniques and management principles).

Strong understanding of property law, procurement legislation, CDM regulations, and construction contracts (JCT, NEC).

Familiarity with the Corporate Landlord Model and estate optimisation principles.

Expertise in capital programme governance and lifecycle asset planning.

Personable individual capable of leading multiple stakeholders, consultants and contractors.
