An exciting opportunity has arisen to join Bristol City Council’s Planned Programmes Team as a Project Surveyor – Heating Installations. This is an excellent development opportunity within a fast-paced and dynamic service that delivers large-scale improvement programmes across the Council’s housing stock.
The Planned Programmes Team is responsible for delivering high-quality bathroom replacement programmes, gas and electrical heating installation projects. Our objective is to provide safe, secure and well-maintained homes that residents can be proud of.
What You'll Be Doing
As a Project Surveyor, you will work closely with fellow surveyors and contractors to support the delivery of an expanding planned maintenance programme. The role will primarily focus on gas heating installation projects, including carrying out pre-installation surveys, preparing specifications and ensuring works are delivered to the required standards.
Once established in the role, you will also have the opportunity to support the delivery of bathroom replacement programmes and electrical heating installation projects, in line with service requirements and business needs.
You will be responsible for undertaking property surveys, monitoring contractor performance, carrying out quality inspections and ensuring projects are delivered safely, efficiently and with a strong focus on customer satisfaction. The role requires regular engagement with residents, contractors and internal stakeholders to ensure successful project delivery and positive outcomes for our customers.

Key Responsibilities
As a Project Surveyor within the Planned Programmes Team, you will:
- Undertake pre-installation surveys for domestic gas heating replacement programmes, ensuring specifications are accurate, compliant and deliver value for money.
- Prepare detailed scopes of work, schedules and technical specifications for heating installation projects.
- Manage allocated projects from survey stage through to completion, ensuring works are delivered safely, on time, within budget and to the required quality standards.
- Carry out post-installation inspections and quality assurance checks to ensure compliance with relevant legislation, regulations and Council standards.
- Liaise with residents, contractors and internal stakeholders to coordinate works, resolve issues and deliver a positive customer experience.
- Monitor contractor performance, review progress against programmes and contribute to effective contract management.
- Identify and manage project risks, variations and technical issues, providing practical solutions where required.
- Support the delivery of bathroom replacement programmes and electrical heating projects as required by service demands.
- Ensure all works comply with health and safety legislation, building regulations, gas safety requirements and Bristol City Council policies and procedures.
- Maintain accurate project records, survey data and performance information using relevant IT systems.
- Assist in the development and improvement of programme delivery processes, helping to drive continuous improvement across the service.
- Respond to resident enquiries and complaints in a professional and timely manner, ensuring high levels of customer satisfaction.
What We're Looking For
We are seeking a customer-focused individual who is keen to develop your career within planned maintenance and project delivery. You will demonstrate:
- Experience of surveying, property maintenance, construction, heating installations or planned maintenance programmes within a social housing, local authority or similar environment.
- Knowledge of domestic gas heating systems and replacement programmes, with an understanding of current industry standards and regulations.
- An understanding of contract management, project delivery and quality assurance principles.
- The ability to interpret technical drawings, specifications and building information.
- Strong organisational skills with the ability to manage multiple projects and priorities effectively.
- Excellent communication and interpersonal skills, with experience of working collaboratively with residents, contractors and colleagues.
- A customer-focused approach with a commitment to delivering high-quality services and outcomes.
- Good problem-solving skills and the ability to make sound decisions using technical knowledge and judgement.
- Experience of using Microsoft Office applications and property management or project management systems.
- An awareness of health and safety legislation and its application within construction and maintenance environments.
