Bristol City Council is seeking an experienced and motivated Senior Contracts and Quality Officer to join our Children’s Market Engagement Service.
This is an exciting opportunity to play a key role in commissioning, contract management, quality assurance, and market development across children’s social care services.
Working within a dynamic and highly collaborative team, you will help ensure that children, young people, and families have access to high-quality, safe, and effective services that deliver positive outcomes and value for money.
About the Role
As Senior Contracts and Quality Officer, you will lead on the management and monitoring of contracts across a range of children’s services, including fosterin, residenital, supported accommodation, family support, and specialist commissioned services.
You will work closely with providers, operational teams, commissioners, and regional partners to ensure services meet contractual requirements, regulatory standards, and the evolving needs of children and young people.
Key responsibilities include:
- Leading contract management and quality monitoring activities for commissioned services.
- Undertaking provider quality assurance visits, audits, and performance reviews.
- Analysing performance, quality, and market intelligence data to inform service improvement and strategic planning.
- Building positive relationships with providers to drive innovation, continuous improvement, and market sustainability.
- Identifying and managing contract risks, escalating concerns where necessary.
- Preparing reports, briefings, and recommendations for senior managers and governance forums.
- Supporting service development initiatives that improve outcomes for children and young people.
About You
We are looking for a highly organised professional with experience in contract management, quality assurance, commissioning, or service improvement within children's services, social care, health, or a related sector.

For permanent Bristol City Council employees, this post will be a secondment.
For employees who are currently on a fixed term contract with Bristol City Council, the secondment must not extend beyond the end of the fixed term period to ensure there is a substantive post to return to.
If you are currently a casual worker or a member of an employment agency (currently working with Bristol City Council) this post will be a fixed term contract.
