The Portfolios, Programmes and Projects (PPP) Service supports the council to deliver its strategic priorities through transformation, change and capital construction projects and programmes. 

 

The work we do is determined and prioritised by the council’s senior management team and extends across the whole organisation, providing a challenging, varied and rewarding range of opportunities. 

 

We are an established and experienced team of Portfolio Management and programme and project delivery professionals. 

 

Our project delivery team consists of Programme Managers, Project Managers, Business Analysts and Project Support Officers.

 

This Senior Project Manager role works as part of the Change and Transformation portfolio and leads our most high-risk, complex and impactful programmes and projects.

 

We are particularly interested in candidates who can demonstrate experience in the following areas: 

 

  1. Leading the procurement and implementation of large and complex IT applications

  2. Delivering important projects in a property context (not construction)
     
  3. Working to deliver change with stakeholders in Adult Social Care
     
  4. Managing major projects in a housing setting

You will manage day-to-day planning and delivery of projects — ensuring they are delivered on time, to budget and to the right quality — using Bristol City Council’s standard project management methodology. 

 

To be successful in this role candidates will be able to translate senior managers' ideas into well-planned and controlled programmes and projects; provide leadership to dispersed teams working across a broad range of specialisms; and balance the governance requirements of the organisation with the need to deliver at pace.

  1. Qualified to degree level or equivalent (or has developed in skills and experience to this level) and advanced knowledge & practical, creative application of a range of recognised project methodologies (e.g. PRINCE2/MSP/Agile) and other programme & project management principles, methods, techniques & tools. With the ability to lead, train and coach high performing teams in the application of these approaches.

  2. Expert at translating the strategic vision and priorities of senior managers into deliverable programmes & projects that provide confidence in deliverability through demonstrating a clear understanding of how this will give the best likelihood of successful delivery of desired outcomes.

  3. Experience of developing very complex business cases effectively, modelling different scenarios to enable informed decision making and undertaking the necessary work to provide confident estimates of cost and realistic benefits mapped to desired outcomes and aligned to agreed objectives.

  4. Expert at identifying opportunities and developing practical solutions to complex programme & project issues by using their own considerable experience and by encouraging and valuing the expertise around them.
