Basis: Full time, Role will be 12 month fixed term from start date
Hybrid working, expectation of 2 days a week in office to work alongside service and project teams.
About the Role
Children and Education Directorate – Strategic Improvement and Collaboration
As the Senior Insight & Improvement Officer, you will provide strategic leadership for insight, performance and benefits monitoring across a portfolio of transformation and improvement programmes within Children and Education.
Leading a small team of analysts, you will work closely with senior leaders, programme managers and finance colleagues to ensure robust performance information, benefits tracking and analytical insight support key decisions. You will play a central role in helping the organisation understand whether change programmes are delivering the desired outcomes for children, young people and families.
This is an opportunity to shape how insight is used to drive improvement at both a service and programme level, influencing strategic decisions across a diverse portfolio of work.
Key Responsibilities
- Lead and support a team to deliver data, reporting and insight across services
- Provide analysis and evidence to support strategic and operational decisions
- Manage and prioritise work across multiple projects and service areas
- Oversee delivery of statutory and non-statutory reporting requirements
- Work with services to scope and deliver data and insight solutions
- Support transformation programmes through performance reporting and insight
- Ensure strong data governance, including compliance with GDPR requirements
- Present insight and recommendations to senior leaders and governance forums
- Lead the development of performance and benefits-monitoring approaches across improvement programmes
- Oversee programme performance reporting, dashboards and management information for senior leaders and governance forums
- Act as a strategic advisor on data, performance and insight, providing challenge and recommendations to support decision making
- Lead and develop a team of Insight & Improvement Officers, ensuring high-quality delivery across multiple programmes
What We’re Looking For
- Degree-level qualification in a relevant subject or equivalent experience
- Experience working with services to scope and deliver reporting requirements
- Experience in data analysis, reporting and business intelligence
- Experience leading or supporting technical staff and sharing knowledge
- Ability to manage competing priorities and meet deadlines
- Experience using project management approaches to deliver work
- Knowledge of data protection and information governance (including GDPR)
- Understanding of equality, diversity and inclusion

- Role includes strategic planning, reporting and programme support
- Stakeholders include: Programme Leads, Senior Project Managers, Heads of Service, senior operational leaders, Finance colleagues, Strategic Improvement and Collaboration colleagues and corporate Data & Insight teams.
- This is a unique opportunity to establish and lead the insight approach across a portfolio of significant transformation programmes. The role combines people leadership, strategic influence and analytical expertise, with clear visibility across Children and Education leadership teams.
