Bristol City Council is delivering its biggest affordable housing delivery programme for decades.  We are focussing our land, resources and influence to create a step change in the way Affordable Housing is delivered in Bristol and significantly increase delivery of high-quality market and affordable homes.   

Alongside delivery through our Registered Provider Partners and our own housing development company, Goram Homes, the Council also has ambitious plans to build high quality Council Homes.  

This role will focus on direct delivery of new Council Homes (primarily Social Rent, with some Shared Ownership) on council-owned land in the city and the acquisition of homes form the market.

Construction Development Surveyor - New Housing Delivery 

The Role
 

The Council’s Housing Delivery Service has one Permanent full time vacancy for a Construction Development Surveyor to manage the delivery of new-build housing development projects, delivering new homes and residential-led community facilities and public realm.   

This role is based in the Housing Delivery Team, working citywide on various projects. The team manages the delivery of high quality affordable housing developments through the whole project lifecycle, from early stage site feasibility and de-risking work, community engagement and planning applications, through to appointing contractors, detailed design and construction, and handover of completed homes to the client.   

This Construction Development Surveyor role will focus primarily on the construction and delivery stage of projects which already have planning consent, you will be involved with the tendering to appoint construction contractors and to assist with the management of the construction on site. Delivery of housing may be through developer led or via the purchase of Street properties, you will need to have oversight of delivery depending on the scope of the project.

Projects typically range in size from 5 to 30 residential dwellings and depending on the project may involve traditional construction methods or Modern Methods of Construction (MMC)
. 

The Construction Development Surveyor will be responsible for overseeing the contracts with appointed contractors during the enabling works and on-site construction stages, to deliver developments to the agreed programme, costs, scope and design quality specification, and effectively manage risks to successful delivery of the agreed project outcomes.   

Profile of the Type of Construction Development Surveyors We Are Looking For 

You will have project and contract management, budget management, and technical construction knowledge and experience and be able to demonstrate a track record of overseeing the construction of new housing developments. 

Other key skills and experience which candidates will need to demonstrate include overseeing enabling work, including demolition; having a working knowledge of Health & Safety practices and legislation in construction; knowledge of legislation and policy affecting development, including Planning; Tendering processes and evaluation; running regular project delivery meetings with multi-disciplinary teams; conflict management, and negotiation skills; and contributing positively to team skills development and team building. 

You are also likely to have a relevant qualification in Surveying, Construction Project Management or a related discipline, or equivalent knowledge and skills gained through experience in the construction or development sectors. 

You have good people management and relationship building skills, and a track record of successful partnership working with a range of stakeholders to deliver development projects.
