Contracts Manager – Human Resources

 

We’re looking for an experienced Contracts Manager to help shape and continuously improve the contracts that support our HR services — from recruitment and onboarding to workforce management and payroll accuracy. This is a key role that ensures our suppliers deliver safe, compliant and high‑quality services that truly meet the needs of our people and the organisation.

 

What you’ll be doing

 

You’ll work closely with suppliers and internal stakeholders to make sure our HR‑related contracts run smoothly, deliver value, and support excellent service delivery. Your responsibilities will include:

 

  • Overseeing supplier performance and ensuring contracts meet service, compliance and quality standards.
  • Leading contract reviews, risk management and issue resolution.
  • Monitoring spend, maintaining robust payment processes and supporting annual budget planning.
  • Working with HR, ICT, Finance and Procurement colleagues to drive continuous improvement.
  • Providing clear technical and contractual advice that supports effective service delivery.

 

About you

 

You’ll bring strong experience in contract, procurement or supplier management, ideally in a complex or public‑sector environment. We’re looking for someone who can work confidently with financial information, communicate clearly and build strong professional relationships. You should have:

 

  • Solid understanding of contract management principles, regulations and supplier performance frameworks.
  • Experience managing contractors and ensuring high standards of delivery.
  • Knowledge of Health & Safety requirements relevant to supplier and service management.
  • Strong analytical skills with the ability to interpret data and make sound recommendations.
  • Excellent communication skills and the ability to present complex information clearly.

For employees who are currently on a fixed term contract with Bristol City Council, the secondment must not extend beyond the end of the fixed term period to ensure there is a substantive post to return to.
