Job Introduction

The No Recourse to Public Funds (NRPF) Team is one of Bradford's most established and specialist services. For over 20 years, the team has supported adults, children and families facing some of the most complex circumstances, working across safeguarding, immigration support, homelessness prevention and statutory assessments. As one of the few dedicated adult and children's NRPF services in local government, the team plays a leading role in delivering innovative, person-centred support while working closely with the Home Office and a wide range of partners.

We are seeking an experienced and motivated Team Manager to lead our No Recourse to Public Funds (NRPF) Team.

This is an opportunity to manage a highly specialised service supporting individuals and families with No Recourse to Public Funds, ensuring the Council meets its statutory responsibilities while delivering effective assessment, support planning and case management services.

As Team Manager, you will provide leadership, direction and professional supervision to a skilled team, overseeing complex casework, managing resources and budgets, and ensuring services are delivered in line with legislation, policy and best practice. You will work closely with the Home Office and partner agencies and play a key role in service development and continuous improvement.

If you have substantial NRPF experience, strong leadership skills and the ability to manage complex operational responsibilities, we would like to hear from you.

As Team Manager, you will:

  • Lead, manage and supervise the NRPF Team.
  • Provide supervision, appraisal, induction and performance management to team members.
  • Ensure assessments, support plans and reviews are completed in accordance with legislation, policy and procedures.
  • Provide management oversight of complex and high-risk cases.
  • Manage workloads and ensure resources are allocated effectively.
  • Monitor and manage expenditure relating to individuals and families supported by the service.
  • Manage team budgets and ensure resources are used appropriately.
  • Work collaboratively with the Home Office and partner agencies.
  • Lead on complaints, audits and investigations as required.
  • Oversee the administration and audit of the pre-payment card service.
  • Monitor performance, quality standards and service outcomes.
  • Contribute to service development, workforce development, commissioning activity and project work.
  • Ensure safeguarding responsibilities are fulfilled and statutory duties are met.

About You:

We are looking for someone who has:

  • Significant experience working directly within a No Recourse to Public Funds service.
  • Experience of leading, managing or supervising staff.
  • Experience of managing complex casework.
  • Experience of budget management and expenditure monitoring.
  • Experience of performance management and service improvement.
  • Detailed knowledge of legislation, policy and guidance relating to No Recourse to Public Funds.
  • Knowledge of the Care Act, Human Rights legislation, Community Treaties and other relevant legal frameworks.
  • Knowledge of safeguarding responsibilities and practice.
  • Knowledge of the NRPF Network and national and regional NRPF developments.
  • Knowledge of the Modern Slavery Act and issues relating to trafficking.
  • Understanding of partnership working across statutory and voluntary sector organisations.

Qualifications

  • Degree-level qualification, relevant professional qualification, or equivalent experience working at that level.
